PV:Could you please tell us about the outstanding results in the Emulation Movement for Victory of the Provincial Border Guard (BĐBP) in the past 5 years?

Colonel Le Nhu Cuong:Imbued with the teachings of President Ho Chi Minh: “Emulation is patriotism, patriotism requires emulation. And those who emulate are the most patriotic”, over the past 5 years, the Provincial Border Guard has thoroughly grasped and seriously implemented resolutions, directives and instructions from all levels on emulation and reward work (TĐKT), the Emulation to Win (TĐQT) movement and the patriotic emulation movement; built goals, targets and implementation measures close to the actual situation of the agency and unit. Closely combined the TĐQT movement with the campaigns and political tasks of the unit.

Proactively grasp, analyze, evaluate, and comprehensively forecast the situation, promptly advise the Party Committee, the Provincial Border Guard Command; the Provincial Party Committee, and the Provincial People's Committee on policies and measures in border management and protection. Synchronously implement border protection measures, do a good job of border gate management, control entry and exit, coordinate with forces to firmly protect the territorial sovereignty, border security, and sea areas of the province.

Focus on effective leadership and direction in the fight against drugs and crime. In 5 years of presiding over and coordinating the arrest of 2,097 cases/2,923 subjects; confiscating 221 cakes + 27.53 kg of heroin, 494.2 kg of crystal meth, 17.96 kg of ketamine, 711,624 pink methamphetamine pills, 39.68 kg of opium, 64,500 medical masks, 1,686 bottles of antibacterial solution, 32 cows, 10,000 USD, 83 kg of ore, 163 electric shock devices, 204 octagonal cages and many other related exhibits; successfully rescuing 7 victims... contributing to maintaining political security, order and social safety in the border and coastal areas of the province.

Effectively carry out border diplomacy work; continue to maintain 21 pairs of twin villages (villages - villages) on both sides of the border; 9 border posts with 8 border companies and 1 Lao police station; advise on opening 6 Lao language classes for 287 students who are officers of provincial departments, branches, local officials and armed forces in the border area; advise on providing financial support to the government and border protection forces of 3 opposite border provinces worth nearly 5 billion VND; advise on building Nam On Medical Station for Laos worth nearly 15 billion VND; sponsor 16 Lao students and many practical activities, contributing to building a peaceful, friendly, cooperative and developed border.

Actively participate in building and consolidating the grassroots political system, developing the socio-economy, eliminating hunger and reducing poverty to promote the combined strength, mobilize social resources, strengthen the great national unity bloc to build an increasingly strong border area.

The Border Guard has established and maintained 34 fixed posts, 18 mobile control teams/400 comrades; 23 interception teams, 46 working groups, border control stations, combined military-civilian medical stations/379 comrades; the coastal line maintains 6 border control stations/36 Border Guard comrades to perform the tasks of managing and protecting the border and sea areas, combining the work of preventing and fighting the Covid-19 epidemic...; Actively participating in natural disaster prevention and control, rescue and relief; achieving many high achievements in participating in competitions and sports events...

With the achievements, in the period of 2019-2024, the Provincial Border Guard was awarded 2 Emulation Flags by the Ministry of National Defense; 7 collectives were awarded Emulation Flags by the Provincial People's Committee; 30 collectives were awarded the title "Determined to Win Unit"; 545 individuals were awarded the title of Emulation Fighter at the grassroots level; 345 collectives and 1,098 individuals were awarded Certificates of Merit, Certificates of Merit by all levels and sectors...

PV:Nghe An Border Guard has actively participated in building and consolidating the grassroots political system; developing the economy, culture, and society in the border area... Could you share more about this issue?

Colonel Le Nhu Cuong:In addition to performing well the border guard tasks, the Party Committees and commanders of agencies and units in the Provincial Border Guard have directed the emulation movement to participate in building and consolidating the grassroots political system, developing the socio-economy, and poverty reduction programs in localities. Launching and implementing well the emulation movements "Nghe An Border Guard joins hands to build new rural areas", "The whole country joins hands for the poor - No one is left behind"; together with all levels and sectors to build strong border areas. The Party Committees of the Border Guard stations signed coordination regulations with 34/34 Party Committees of border and coastal communes and wards. Promoting the effectiveness of the activities of 27 Border Guard officers who were promoted to hold the position of deputy party secretaries of border communes, 80 Border Guard party members temporarily transferred their activities to party cells in difficult villages, hamlets, complex and important areas, and educational areas to advise on building strong grassroots party committees, authorities, and organizations.

The Standing Committee of the Provincial Party Committee appointed 6 comrades who were in charge of border posts to join the district-level Party Committee. Introduced 25 comrades of the Border Guard to join the People's Council at the district and commune levels; 38 comrades to join the Fatherland Front of the province, district, and commune; 579 party members in charge of 2,671 households in the border area... Contributed to consolidating and perfecting 126 party cells, 342 political and social organizations at the commune level in the border area, and trained and recruited 196 new party members.

Implementing many models, projects, and jobs to help people develop socio-economically, eliminate hunger and reduce poverty, notably implementing 57 models to help people develop the economy, eliminate hunger and reduce poverty; mobilizing officers and soldiers to participate in helping people repair and build 210 new houses for poor households.

Officers and soldiers of the provincial Border Guard contributed 945 million VND to give gifts to people in poor communes sponsored by the provincial Border Guard; donated 2.7 billion VND to the Fund for the Poor; visited, encouraged, and gave gifts to policy beneficiaries worth 508.51 million VND; organized medical examinations, treatment, and provided free medicine for 26,391 people worth 915.69 million VND. Built 5 charity houses to be used as places to provide free daily necessities and clothes to people; maintained 6 combined military-civilian clinics, 3 border medicine cabinets to examine, provide health consultation, and provide free medicine to people in the border areas.

Implementing the program "Helping children go to school - Adopted children of the border guard station", from 2019 up to now, the unit has regularly supported and helped 99 students with especially difficult family circumstances (including 16 students from the opposite villages of Laos); directly adopted 18 children with difficult family circumstances and no place to rely on at the border guard station; the total support fund for the children is 2,729,500,000 VND (of which, collectives and individuals in the Provincial Border Guard contributed 2,080,500,000 VND; mobilized agencies, units, businesses and benefactors to support 649,000,000 VND)...

Along with that, implementing the project "Army officers and soldiers help children go to school", supported 185 children in the border areas; helped their families repair their houses, renovate their gardens, and harvest crops for 2,089 working days. Implementing the model "Accompanying dormitories in border areas" for 82 Dan Lai students at the boarding area of ​​Mon Son Secondary School...

Thereby, it has contributed to mobilizing social resources towards the border, strengthening the great national solidarity bloc to build an increasingly strong border area.

PV:In order for the Youth Union movement in the provincial Border Guard to become an important driving force, directly encouraging and motivating officers and soldiers to unite, be proactive, creative, and compete to excellently complete all assigned tasks, what should the Youth Union movement in the 2024 - 2029 period focus on, comrade?

Colonel Le Nhu Cuong:We will closely combine regular emulation with organizing peak emulation periods and raids. Integrate the goals of campaigns, emulation movements of sectors, mass organizations, patriotic emulation movements of localities in the stationed area with the unit's patriotic emulation movement. Strongly arouse the creativity, spirit of autonomy, self-reliance, self-strengthening, overcoming all difficulties, striving to excellently complete all tasks of cadres, party members, and soldiers in the Provincial Border Guard. Build a strong Party organization, a "Model, typical" emulation unit, organize the emulation mass organization, firmly protect territorial sovereignty and border security; build a peaceful, friendly, cooperative and developing border; participate in building defense zones, developing the economy and society, and building a strong border area.
