According to the report at the conference, in the past time, the Command Committee for Civil Defense, Disaster Prevention and Control, Search and Rescue has proactively advised the Border Guard Command in commanding, directing, guiding, inspecting, and urging units to strictly implement the Central's directives and instructions, effectively deploying plans and plans to respond to incidents, natural disasters, search and rescue, fires, and forest fires, contributing to minimizing damage to the people, the State, and units.
In addition, the work of exchanging information, coordinating, cooperating and implementing the reporting regime with the central steering agencies, ministries, branches and localities must be strictly and systematically ensured. Effectively promoting the performance of the types of equipment and means provided, closely combining the task of combat readiness with the task of civil defense, natural disaster prevention and control and search and rescue.

In 2023, the Nghe An Border Guard Command mobilized 65 batches of ships, boats and cars of all kinds, 1,079 officers and soldiers to coordinate with local forces and authorities to respond to, overcome the consequences of natural disasters and search and rescue; brought 18 crew members safely ashore; extinguished the fire of 15.7 hectares of forest; supported the evacuation of 578 people to safe shelters; coordinated with local authorities and vehicle owners to notify, guide and call on 6,086/15,078 crew members to ashore to take shelter from storms.
Concluding the conference, Major General Hoang Huu Chien requested: In 2024, the Border Guard will continue to thoroughly grasp and strictly implement directives, orders, and plans on civil defense, natural disaster prevention and control, and search and rescue. Review and supplement plans for 2024 in line with the actual situation; strictly maintain the on-duty regime, proactively grasp the weather, natural disasters, and accidents occurring in border areas and sea areas; promptly mobilize forces and means to coordinate with localities and related forces to effectively handle situations of floods, storms, explosions, and forest fires.
Proactively advise authorities at all levels to consolidate, improve and promote the role of the shock force for natural disaster prevention and control at the commune level; coordinate with departments, branches and functional forces to strengthen propaganda and dissemination of skills on self-prevention and control of natural disasters, fire and explosion prevention and control, and actively participate in natural disaster prevention and control, search and rescue for groups and fleets of ships; effectively implement the motto "4 on-site".
Effectively implement the contents of the Protocol on regular search and rescue cooperation in land border areas between the Ministry of National Defense of Vietnam, the Ministry of National Defense of the Kingdom of Cambodia and the Ministry of National Defense of Laos; actively participate in humanitarian assistance activities according to the Agreements, Treaties, and Border Regulations between Vietnam and neighboring countries.
