Ministry of Education and Training answers urgent questions about exam registration

After 5 days of registration for the 2017 national high school exam and university entrance exam, the National High School Exam Steering Committee has provided urgent answers to candidates as follows:

*To register for the national high school exam and university admission without making any unfortunate mistakes, what should candidates pay attention to?

- This year, when registering for the exam, candidates must fill in the registration form and apply for admission to universities or teacher training programs at colleges. Candidates must follow the instructions of the Ministry of Labor, Invalids and Social Affairs for registration to other colleges.

The information required to fill in the registration form is not much different from 2015 and 2016. However, candidates need to note some new points and points that candidates from previous years often made mistakes:

- Candidates studying in grade 12 must register to take all the component subjects of the combined exam; only independent candidates who have graduated or candidates whose exam scores are reserved according to the regulations can choose the component subjects of the combined exam;

- Candidates for continuing education do not have to take a foreign language exam for graduation, but can still register for a foreign language exam to use the results in admission to schools;

- Candidates with valid international language certificates according to regulations, in order to be exempted from the foreign language exam (achieved maximum score) when considering graduation, must fill in all the information in section 15 of the exam registration form. However, candidates need to note: in order to be able to register for admission to the admission groups using foreign language results, candidates need to review the admission plan of the school they intend to register for. If the school does not implement the foreign language admission policy with international certificates, candidates must register for the foreign language exam to register for university and college (at the same time register for exemption from the foreign language exam for graduation);

- Candidates who have registered for preliminary selection (to enter police, military, and gifted schools) must use the same ID number when registering for the exam and preliminary selection.

When filling out the registration information, candidates should note:

- Fill in the correct information about admission priorities, information about school code, major code and combination code for admission consideration must match the registered exam subject.

- When choosing a school or major, you need to consider carefully based on research into the regulations in the admissions regulations.

* In the regulations for the national high school exam and high school graduation, the Ministry of Education and Training stipulates that independent candidates who have graduated can register anywhere and take the exam in any suitable locality. However, what does the Ministry of Education and Training note for independent candidates taking the graduation exam (because they did not pass the graduation exam in 2016)?

- For independent candidates who have not yet passed high school graduation, they must register at high schools or continuing education centers (for continuing education candidates). They must register at a registration point and take the exam with the 12th graders of that registration point.

These candidates are entitled to reserve their 2016 exam results for graduation consideration according to the regulations of the national high school exam and are allowed to choose the component subjects of the combined exam for graduation consideration (for example: candidates who reserve physics will only need to register for chemistry and biology exams for graduation consideration).

However, many universities do not use the reserved exam results from 2016 for admission, so candidates need to study the admission plan of the school they plan to enroll in to register appropriately.

An important point that independent candidates who have not graduated need to note: unlike candidates who are studying in grade 12, the registration for graduation recognition is done at the end of May, independent candidates submit the graduation recognition registration form along with the registration form.

* According to the national high school exam regulations, independent candidates taking the exam to be considered for graduation recognition under a program must register according to the regulations of that program. In 2016, candidates who took the exam but did not graduate, continued to study at a continuing education center. To be considered for graduation recognition, do candidates need to register for a foreign language subject?

- Determining which program a candidate will study must be based on the student's academic record. If the candidate's academic record (at least grade 12) has learning results issued by a continuing education center, the candidate is allowed to register for the program according to the regulations for continuing education candidates and does not have to register for the foreign language subject.

* To have the results of high school graduation recognition and admission to universities and colleges, candidates have registered to take both combined exams. If one component of the combined exam has a result below 1.0 point, will the candidate be considered for graduation recognition? How will the exam results be used for admission?

- Regulations on national high school exams and recognition of high school graduation stipulate: to be considered for recognition of high school graduation, candidates must take 3 compulsory exams: math, literature, foreign language and choose 1 of 2 combined exams: natural sciences, social sciences.

The regulations also stipulate that candidates can register for both the Natural Science and Social Science exams. In this case, the higher score will be considered for recognition of high school graduation.

However, candidates should note: once they register for a combined exam, they must take all the component subjects of that combined exam, even if they register for both combined exams.

If a candidate registers for both combined exams but does not take one, it will be considered as not taking the exam registered for graduation and therefore the candidate will not be considered for graduation recognition.

When the candidate has the results of both combined exams, the system will automatically determine which combined exam does not have a component subject with a “fail” score (a score of 1.0 or lower) to consider recognizing the candidate’s graduation. In case both combined exams do not have a component subject with a “fail” score, the system will choose the exam with the higher result to consider recognizing the graduation. Thus, in the 2 combined exams, only 1 exam does not have a component subject with a “fail” score for the candidate to be considered for graduation recognition.

For exams with a component subject with a "fail" score, if the candidate has graduated, he/she cannot use the results of the entire exam to apply for university or college admission, but can still use the results of the component subjects with a score above 1.0 to apply for university or college admission.

* Regarding priority areas and priority subjects, every year there are candidates who file complaints. Does the Ministry of Education and Training have any notes?

- Currently, priorities in admission include: priority by subject and priority by region. In the admission regulations, the admission instructions have provided regulations on the evidence required to enjoy priority by subject; the list of communes and wards enjoying regional priority has been publicly announced on the ministry's information portal, candidates can refer to it.

Thus, before filling in the information about priority in admission, candidates need to read the above documents carefully. In addition, the management system of the Ministry has the function of checking the priority regime for subjects: if candidates fill in incorrect information, the system will automatically adjust it correctly. Therefore, when candidates receive the printed copies of the results of the DKDT and DKXT, they need to check carefully before signing the confirmation.

* Can candidates register for the same major at a school with multiple combinations?

- In fact, universities often use many combinations to consider admission to a major and have specific regulations on how to consider admission between these combinations. To increase the chance of admission, candidates can register for many combinations to consider admission to a major. However, it is important to note:

- Each combination is a wish;

- The combination of subjects in which the candidate has an advantage should be placed in a higher priority order.

* Can candidates apply for two majors at the same university? And what is the order of admission?

- According to the 2017 admission regulations, candidates can register an unlimited number of wishes. For each wish, candidates must register the school code, major code, and combination code for admission consideration.

Thus, candidates can register for many majors/combinations in one school; each major/combination in a major is a wish. When registering for the exam, candidates must prioritize those wishes from the beginning.

* Currently, the candidate is studying in the North and plans to apply to a university in the Ho Chi Minh City area after receiving the results of the national high school exam. Is that possible?

- From now on, when registering for the exam, candidates can register for admission to universities in the South (schools with admission areas nationwide).

In case you have not registered for these schools, after receiving the exam results, candidates can change and add their wishes once to register for additional universities in Ho Chi Minh City.

* For university and college admissions, how many wishes do candidates need to register? What should candidates pay attention to?

- Although the admission regulations do not limit the number of wishes, candidates need to carefully consider each wish before registering, must ensure that the wishes registered are suitable for their abilities but also are the fields they love to ensure they can do the job they love or that is suitable for their abilities, once admitted, they do not have to consider whether to enroll or not.

At this point, candidates do not have exam results yet, so candidates basically have to choose all 3 schools/groups of schools: a group of schools slightly above the candidate's average ability; a group of schools completely suitable for the candidate's ability and a group lower than the ability to prevent risks during the exam.

In addition, the priority of the wishes also needs to be carefully considered. Basically, the wishes that the candidate likes more will be placed on top to achieve the above goals.

* What regulations does the Ministry have for the ID card/citizen identification card number declaration section, because currently there are still old ID cards (9 numbers), new ID cards or citizen identification cards (12 numbers)?

- Section 4 of the registration form has 12 boxes for filling in the ID card number or citizen identification card. In case the citizen identification card or ID card has 12 numbers, candidates fill in normally; in case the ID card has only 9 numbers, candidates fill in the 9 boxes on the right and leave the 3 boxes on the left blank.

* For priority subjects, how should information be filled in the registration form?

- Priority regime in considering recognition of high school graduation includes:

- Priority area: Area 1 is for normal candidates, no priority points are added; Area 2 candidates are added 0.25 points, and Area 3 candidates are added 0.5 points.

- Bonus points are added to candidates with foreign language and IT certificates (for continuing education candidates) and vocational certificates, winning individual and collective prizes in international competitions, national and provincial competitions for excellent students.

Article 36 of the regulations on national high school exams and recognition of high school graduation stipulates in detail the priority status and incentive points. When registering for graduation recognition, candidates need to fill in information about priority status (priority status and incentive points) in sections 11 and 12 of the high school graduation recognition registration form.

- Priority in admission includes priority by region and priority by subject as specified in Article 7 of the regulations on admission to full-time university and admission to full-time teacher training colleges. When registering for the exam, candidates fill in information about priority in admission in sections 17 and 18 of the registration form for the national high school exam and admission to university and college.
