Ministry of Education and Training guides the implementation of preferential allowances for teachers
The Ministry of Education and Training has just issued instructions for public educational institutions under the Ministry to implement regulations on preferential allowances for teachers directly teaching in public educational institutions.

In 2005, the Prime Minister issued Decision No. 244/2005/QD-TTg on preferential allowances for teachers directly teaching in public educational institutions; In 2006, the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance issued Joint Circular No. 01/2006TTLT-BGD&DT-BNV-BTC, guiding the implementation of Decision No. 244/2005/QD-TTg of the Prime Minister.
At Point 1, Section IV of Joint Circular No. 01/2006TTLT-BGD&DT-BNV-BTC, it is stipulated: "The head of an educational institution, based on the subjects and levels of preferential allowances as guided in this Circular, shall prepare an estimate for preferential allowance payments for teachers of his/her unit (according to the attached form) and send it to the direct superior management agency before June 1 of each year for approval according to the current decentralization.
Pursuant to the provisions of Joint Circular No. 07/2009/TTLT-BGD DT-BNV guiding the implementation of the right to autonomy and self-responsibility for performing tasks, organizing the apparatus and staffing for public educational and training units in accordance with reality, the Ministry of Education and Training guides public educational institutions under the Ministry to implement the above provisions as follows:
The head of a public educational institution under the Ministry shall, based on the provisions of Decision No. 244/2005/QD-TTg of the Prime Minister and Joint Circular No. 09/2006/TTLT-BGD DT-BNV-BTC, organize the review and decide on the level of preferential allowances enjoyed by teachers currently teaching and educating at the unit and be responsible for the review results. On that basis, make the payment and resolve the back payment of preferential allowances according to regulations; and at the same time send a report to the Ministry of Education and Training.
