Responding to questions from National Assembly delegates about fake degrees, real degrees, and the sale of degrees, Minister of Education and Training Pham Vu Luan said that this is a real phenomenon. However, the sale of degrees only occurs with individuals and outside organizations, and the education sector has not discovered any case of a school selling degrees.

Minister Pham Vu Luan said the Immigration Department has announced that it has discovered many cases of using fake high school diplomas to go abroad to work. The Ministry of Education and Training has coordinated with relevant agencies to help the police detect and handle these cases. The Ministry has also participated in verifying and concluding many cases of using fake diplomas, including cases involving officials in state agencies.

Regarding solutions to prevent the use and sale of fake degrees, the Minister of Education and Training affirmed that he has directed educational institutions to publicly post the list of students and graduates (including master's and doctoral degrees...) on the website so that employers and management agencies can compare and find information about the employees. However, the software has only updated the number of students and graduates in the last 3-4 years.

The Ministry also uses software to detect thesis copying to avoid “fake scholars, real degrees”. In addition, it trains the entire education inspection system at all levels; coordinates inspection and control of the activities of educational institutions in the area, including detecting and handling the use of fake degrees.

Regarding healthcare in remote areas, Minister Pham Vu Luan said: "Health care in difficult areas has been trained according to location and on-site. Up to now, we have not seen any ethnic minority children who scored 27 points but failed the exam."

Unemployment cannot be completely solved
