Nguyen Thi Kim Phung, Acting Head of the Higher Education Department of the Ministry of Education and Training, stated this after dozens of candidates who had initially passed were now found to have failed due to priority points.

Ms. Nguyen Thi Kim Phung stated that after receiving information about candidates failing due to incorrect priority points, the Ministry of Education and Training instructed the Department of Examination and Quality Assurance to review the situation, even though the schools had not yet submitted specific reports.

Regarding the 33 candidates who initially passed but later failed at Hue University, Ms. Phung stated that she had not yet received a resolution report from the university. However, the Ministry of Education and Training's stance is to resolve the matter based on ensuring the reasonable rights of the candidates, without violating the Admission Regulations. The specific resolution will depend on the cause of the error in each case.

If local authorities provide incorrect guidance, leading to inaccurate exam registration information for candidates, the Ministry of Education and Training will review the situation and implement appropriate solutions. In the past, the Ministry of Education and Training has allowed some students to re-select schools/majors that better match their actual scores. This means that candidates are not unfairly disqualified, but the admission cutoff scores are not lowered either.

Miscalculating priority points caused many candidates who had passed to end up failing the university entrance exam.

Instead of receiving just 1.5 bonus points, 20 students in Phu Yen were awarded 3.5 bonus points by their high school, causing many to choose the wrong major and fail to get accepted into their first-choice university.

Ms. Phung also stated that if the mistake is due to the candidate, they must take responsibility, because in reality, candidates have at least three opportunities to review and correct their information, as well as access to consultation and assistance channels and accounts to check the system at any time…

However, the Ministry of Education and Training also encourages schools, if they recalculate the actual scores of candidates who meet the admission requirements for a particular major that they also wish to enroll in, to consider admitting them.

A large number of candidates who passed were later disqualified due to bonus points.

The most recent case involved 34 candidates who applied to Hue University but were later rejected due to incorrect information regarding their priority area. The university, after receiving the applications, did not immediately verify the information but still issued acceptance letters based on the incorrect details.

Regarding the cases of mistakenly prioritizing candidates as described above, Hue University believes the responsibility lies with the candidates. Speaking to Zing.vn by phone, Dr. Hoang Huu Hoa, Head of Training at Hue University, said that the university will hold a meeting on September 15th to address these errors.

In Phu Yen province, an error from Nguyen Hue High School (Tuy Hoa City) also resulted in 20 candidates receiving excess priority points.

Of these, 19 students from An Phu commune, Tuy Hoa city, and one student from Song Hinh district, instead of being categorized under Area 1 - those with permanent residence in coastal areas (receiving an additional 1.5 points), Nguyen Hue High School added Category 1 - students from ethnic minority groups (receiving an additional 2 points). With an additional 3.5 points, many students passed the university entrance exams and received acceptance letters.

Upon discovering the error, some schools lowered their scores by 2 points, causing many students who had previously passed to fail their first choice. Subsequently, the Ministry of Education and Training allowed these students from Nguyen Hue High School to reapply for their first choice using their actual scores.

On September 7th, Ho Chi Minh City Open University also reported that some candidates who came to complete the enrollment procedures were informed they had not been admitted, due to the admissions software incorrectly adding regional priority points.

In that exam, candidate NCT scored 18.5 points, plus 1.5 points for regional preference, just enough to be admitted to the Management Information Systems program at the university.

When the student enrolled, the school stated that due to a system error, the student belonged to Zone 2 instead of Zone 1, and therefore did not meet the admission requirements. In reality, this student's permanent residence is in Tan Chau District (Zone 1) and they attend Thu Khoa Nghia High School (Chau Doc City, An Giang Province), which is Zone 2.

Later, the school confirmed that Chau Doc City has communes belonging to Zone 1, so T is still entitled to Zone 1 priority. The school called to inform the candidate of the results so that they could come to the school to complete the enrollment procedures.

He failed the exam because of his conduct grade.

Also at Hue University, 15 candidates who had scored high enough to be admitted to Hue University of Education were rejected because they did not meet the required conduct standards.

According to the school's explanation, this mistake was the candidate's fault for not carefully reviewing the admission regulations for teacher training programs when filling out the application form.

According to the university admission regulations for the 7 key teacher training universities nationwide (Hue University of Education, Hanoi University of Education, Hanoi University of Education 2, Ho Chi Minh City University of Education, Vinh University of Education, and Da Nang University of Education), candidates applying to one of these 7 universities must have a conduct rating of "good" or higher for all three years of high school.

However, it must also be acknowledged that part of the blame lies with the admissions officers of Hue University of Education, who did not thoroughly review the candidates' applications before sending out admission notices.
