The goal is to gradually reduce the quota of the above training systems to rectify, improve and enhance training quality.

In 2014, the Ministry of Education and Training will reduce the quota for part-time training (in-service training), joint training, and second degree programs. Accordingly, the quota for these training programs will not exceed 50% of the regular quota.

The maximum quota for university and college transfer is 20% of the corresponding regular university and college quota. It is expected that the Ministry of Education and Training will also gradually reduce the quota for the above training systems in the following years.

Speaking at the 2014 Budget Plan Conference of schools and units under the Ministry of Education and Training held on the morning of December 27, Deputy Minister of Education and Training Bui Van Ga said that the goal of gradually reducing the quotas of the above training systems is to rectify, improve and enhance the quality of training, to avoid the situation where schools massively enroll students but do not provide quality training, affecting learners and society.

In addition to reducing the quota for the above training systems, the Ministry of Education and Training also requires universities to continue reducing enrollment quotas for intermediate vocational training according to the roadmap of 20% reduction per year. Schools under the Ministry plan to reduce intermediate vocational training quotas with a faster roadmap to stop enrolling intermediate vocational training before 2017.

Regarding the new enrollment quota for university preparatory students facing difficulties in dormitory accommodation, the Ministry of Education and Training will reduce the new enrollment quota to ensure learning and living conditions for students.

To ensure the quality of training for the medical and pharmaceutical groups, the Ministry of Education and Training also requires universities and colleges to determine and register training quotas in the total regular training quotas; to specifically determine training quotas for general medicine in the total training quotas for the medical and pharmaceutical groups. On the other hand, the Ministry will adjust the quota structure between sectors in the direction of reducing training quotas for the economic-financial and business administration groups, and increasing quotas for the engineering and technology groups, agriculture, forestry and arts groups.

In addition to reducing training quotas for some training systems and professions, in 2014, the Ministry of Education and Training will increase doctoral training quotas for universities and colleges by about 7% and master's quotas by 5% compared to 2013.

According to Deputy Minister Bui Van Ga, increasing the number of PhD and Master training programs for universities and colleges aims to create a source of highly qualified lecturers to train students with better knowledge and skills. This increase in the number of PhD training programs is also aimed at strengthening the training of PhDs according to the project to train 20,000 PhDs by 2020./.
