The Ministry of Education and Training will change regulations on exemption from foreign language exams.
Information from the Ministry of Education and Training said that the Ministry is currently studying to adjust some regulations on exemption from the 2015 national high school foreign language exam that were just announced to suit reality.
According to the explanation of the Ministry of Education and Training on the regulations, certificates and subjects exempted from foreign language exams in the 2015 national high school exam, in the coming years, the foreign language exam must be consistent with the current subject program (studying for 7 years of study) so it requires the corresponding level 2 competency, 6-level framework of Vietnam, equivalent to A2, European reference framework. In the following years, students studying the 10-year program, the exam will require level 3 competency, 6-level framework of Vietnam, equivalent to B1, European reference framework.
Specifically, the minimum required certificates and the certificate-issuing unit as prescribed by the Ministry of Education and Training are as follows:

However, as Dan Tri reported, after the Ministry announced the above instructions, public opinion reflected on the inaccuracy of the regulation. The Ministry made mistakes and inaccuracies regarding the IELTS certificate issuing unit and the exemption requirements were too low and too easy for students.
Speaking to Dan Tri reporter, the leader of the Department of Testing and Quality Assurance of the Ministry of Education and Training said: “After public opinion reflected, the Ministry has accepted and requested the research unit to draft and edit the certificate granting unit correctly. At the same time, the Ministry is adjusting some contents in the document to be more suitable with reality. The Ministry will announce it as soon as possible.”
