Ministry of Education and Training requests to rectify school revenue and expenditure
Faced with the situation that some schools have not yet been determined to strictly implement the collection of fees for the 2020-2021 school year, the Ministry of Education and Training has issued a document requesting localities to rectify the situation to end this situation.
Specifically,The Ministry of Education and Training requests the People's Committees of the provinces, the centrally-run city directed agencies and sectors to work together to strictly implement regulations on school revenue and expenditure; including implementing the mechanism for collecting, managing and using tuition fees, and tuition fee levels according to regulations in Decree No. 86 of the Government.
Besides, the management and use of mobilized funds and voluntary support also need to be strictly implemented.
Parents' Representative CommitteeOnly fees directly serving the board's operations may be collected as prescribed in Circular No. 55.
In case of violations in the implementation of revenue and expenditure in the area, the Ministry of Education and Training requires strict handling of the head and assign responsibility to the local government.

The parent-teacher association is only allowed to collect fees that directly serve the activities of the association.
Local education management agencies also need to coordinate with competent authorities to strengthen state management of revenue and expenditure implementation at schools in the area; be responsible for guiding, conducting inspections, and applying strong sanctions to handle violations of regulations on revenue and expenditure implementation in schools.
Schools must disseminate and propagate to parents, parent representatives, and teachers to clearly understand the regulations, thereby making donations and support on a voluntary basis, openly and transparently between parents and schools according to regulations on public inspection, examination and handling of violations in the area.
The Ministry of Education and Training requested the People's Committees of provinces and centrally-run cities to direct the review, correction and handling of violations, set up hotlines, and publicly announce the hotlines on the website so that people can promptly report problems.
