Despite many documents, instructions and deterrent solutions, misunderstanding and incorrect implementation of revenue and expenditure and socialization at the beginning of the new school year still occurs in some schools in Nghe An and leaves bad public opinion.

The People's Committee of Nghi Duc Commune (Vinh City) has just issued a document requesting the Board of Directors of Nghi Duc Primary School to hold a serious review meeting on the shortcomings in the implementation of the relocation of the air conditioning system.
At the same time, the commune requested the school to organize a parent meeting, admit shortcomings and hope that parents will sympathize and accompany the school to work with the Board of Directors to do better in teaching and learning.

Previously, the incident of "moving air conditioners" at Nghi Duc Primary School caused a stir on social networking sites just 1 day after the school held a parent meeting at the beginning of the school year with the reason "no discussion". Attached was a picture of a detailed list of costs for moving air conditioners in 8 classrooms with a cost of 3,872,500 VND/class.

According to many parents, the removal and installation of air conditioners from the old classrooms to the new classrooms with many costs “higher than the average market level” is not appropriate. Not to mention, during the implementation process, the school board did not notify or discuss with parents.
The school arbitrarily disassembled, contracted with the contractor, set a price, and then informed parents that they had to pay. Meanwhile, the air conditioners in the classrooms were contributed and installed by the parents themselves.

Regarding this issue, speaking with Nghe An Newspaper, teacher Lam Thi Thuy Hoa - Principal of Nghi Duc Primary School admitted that the declaration "leaked" online was indeed from the school and the amount of more than 3.8 million VND was the cost to dismantle 2 air conditioners/classroom.
The school principal also admitted that he had not followed the correct procedures: “We made a mistake in only asking for opinions and getting approval from 3 members of the school’s Parents’ Association, but not from the parents’ associations of each class. Therefore, although the school’s goal is to provide the best learning conditions for the children in the new school year, we have received mixed opinions.”
Although the school's implementation has good intentions, it has not been seriously implemented according to the provisions of the Law on Grassroots Democracy Implementation, which is "People know, people discuss, people do and people inspect".
In addition, when carrying out financial-related work, the school must have a specific plan, report to the Department of Education and Training, and local authorities for guidance. In particular, it is necessary to approve and obtain consensus from relevant parties before implementation.

When receiving this information, many parents were quite surprised because the class group was closed, but the school principal went directly in to solicit sponsorship.
Previously, at the parent-teacher meeting, many classes of the school also announced the fees for the 2024-2025 school year.
Notably, in this "list", in addition to some prescribed fees, there are some fees that are "voluntary" or must be implemented based on an agreement with the parents' representative board, but the classes have set fixed fees such as the sponsorship fee (socialization) of 350,000 VND, the Youth Union fund, the Team fund, the cleaning fee...
In the new school year, some of the school's facilities have deteriorated, and the desks and chairs are old. Therefore, the school's wish is to soon mobilize social resources to supplement facilities and teaching equipment.

At the same time, all collections must be made public to each parent and the collections must be extended. Anh Son District also strictly prohibits schools from taking advantage of the Parents' Representative Committee in the form of "voluntary" collection from parents to purchase machinery, equipment, and gifts from the school. Regarding the implementation of the collection of fees in this school year, according to the guidance of the Department of Education and Training, the sponsorship must ensure the principles of voluntariness, publicity, transparency, the school does not force, does not stipulate an average sponsorship level, does not stipulate a minimum sponsorship level, and absolutely does not assign sponsorship mobilization targets to each class (or each homeroom teacher).
