Not level with voluntary payments

According to the latest guidance of the Department of Education and Training on revenue and expenditure management for the 2024-2025 school year at public educational institutions in Nghe An province, in addition to the prescribed revenues, educational institutions can implement voluntary revenues.

Grants and voluntary contributions include:Funding for educational institutions, operating expenses of the Parents' Association, youth union funds, and team funds.

Accordingly, before implementation, educational institutions need to compile statistics, review, and evaluate the current status of the unit's existing facilities into asset groups to develop a plan. Before organizing a fundraising campaign, it is necessary to report to the Department of Education and Training (for kindergartens, primary schools, secondary schools) or the Department of Education and Training (for high schools and other educational institutions under the department) and get approval. The entire plan must be made public at a meeting with parents and call for funding according to the plan.

During the implementation process, educational institutions must establish a team to receive funding and make a plan for using the funding. After completing the work, educational institutions must publicly post and report the financial settlement and implementation results to parents of students, organizations and individuals who have contributed funding.

According to the Department's instructions, sponsorship must ensure the principles of voluntariness, publicity, and transparency. Schools must not force, must not stipulate an average sponsorship level, must not stipulate a minimum sponsorship level, and must absolutely not assign sponsorship mobilization targets to each class (or each homeroom teacher).

In addition, do not take advantage of education funding to force contributions and do not consider fundraising as a condition for providing education and training services (or a condition for competitive assessment and ranking).

The operating expenses of the Parents' Representative Board are implemented according to the provisions of Article 10, Circular No. 55/2011/TT-BGDDT dated November 22, 2011 of the Ministry of Education and Training promulgating the Charter of the Parents' Representative Board.

The collection and expenditure of funds by the Parents' Association must ensure the principles of transparency and democracy; after spending, the financial settlement must be publicly reported at the class parent meetings and the school parent association meetings. The collection and expenditure records are kept at the Parents' Association and the school principal or the school accountant.

There is no regulation on the average level of support for parents; the Parents' Association is not allowed to collect donations from students or their families; donations are on a voluntary basis.

Union funds and team funds are implemented according to the provisions of Article 40, Article 41, Chapter XII, the Charter of the Ho Chi Minh Communist Youth Union and Chapter IV of Decision No. 01-QD/HDĐTW dated January 9, 2024 of the Central Council of the Ho Chi Minh Young Pioneers. Educational institutions do not organize the collection of union funds and team funds. The above funds are collected, managed and used by relevant organizations according to the regulations or separate instructions of each organization.

Extended collection of fees during the school year

Regarding the implementation of collections this school year, the Department also requires schools to publicly post, disseminate, and thoroughly understand to teachers, staff, parents, and students documents directing and guiding the implementation of collections in the education sector.

All unit revenues must be fully notified to each student's parent in writing, or publicly posted at the unit or in other forms (clearly stating the content of the revenues, collection levels, objects and purposes of use, and expenditure content).

Schools also need to extend the collection period and not collect multiple fees at the same time. It is recommended to exempt or reduce the above fees (in addition to tuition fees) for students from families with preferential policies or those with difficult economic circumstances.

The implementation process requires good coordination between the commune-level government, the school and the Parents' Representative Board in developing plans, organizing implementation and managing the use of revenue and expenditure. Establish a close monitoring mechanism between the school council, the People's Inspectorate and the Parents' Representative Board for service revenues, supporting the school's educational activities and voluntary contributions...
