Nghe An Education Department rectifies the situation of illegal collection of fees by the Parents' Association Representative Board

(Baonghean.vn) - Along with the rectification, the Department of Education and Training also requires schools to be responsible for monitoring the association's revenue and expenditure plans in accordance with the guiding documents.

On the morning of October 25, responding to Nghe An Newspaper, Mr. Nguyen Trong Hoan - Chief of Office of the Department of Education and Training said that the Department has requested schools to closely monitor the revenues of the Parents' Association and check the association's revenue and expenditure plans to ensure that the revenues are correct, the expenditures are sufficient, and the revenues are not in violation of regulations with the revenues in accordance with the guidance of Circular No. 55/2011/TT-BGDDT - Circular promulgating the regulations on parents' fees of the Ministry of Education and Training.

Circular 55 has clearly guided the organization, tasks, rights, responsibilities, activities and funding of the Parents' Representative Board and the Head of the Parents' Representative Board. In addition, it stipulates that the Head of the Parents' Representative Board must agree with the Principal to decide on the plan to use the supported and sponsored funds and only use them after the entire Parents' Representative Board of the school agrees.

Therefore, with all the income and expenditure of the class and school representatives, the school board needs to check and supervise to avoid wrong collection and expenditure against regulations. In addition, the income and expenditure must have a specific plan based on the consensus and agreement of parents in the class and school to avoid creating bad public opinion in society.

The direction of the Department of Education and Training was issued when in recent days there has been a lot of information about some parent-teacher associations of some schools in the area proposing many...revenueagainst regulations, causing many parents to be upset. Specifically, at Ha Huy Tap Secondary School (Vinh City), parents of class 8H sent a message in the class's private group to raise 700,000 VND/student to buy uniforms and funds to prepare for the performance to celebrate Vietnamese Teachers' Day, November 20.

During the implementation process, some parents in the class objected to this policy. This parent wrote: “I asked permission for my child not to participate. In 3 years of school, this is the first time I have expressed my opinion because the cost is too high. There are families with many children going to school, and at the beginning of the year they have collected many other fees, spending 700,000 VND on this is a bit much”. However, despite giving reasons, the association representative still reiterated the policy and hoped that parents would “try a little harder”.

In response to this incident, yesterday afternoon (October 24), Ha Huy Tap Secondary School held a meeting with the class's parents' association and requested an immediate halt to the implementation of illegal collection fees. Teacher Ha Le Hoa Binh - Principal of the school also said: "We have directed the homeroom teacher and the Parents' Association to rectify the working methods. This policy has just been implemented, so the class has not yet implemented the collection."

Many expenses are against the regulations of the Liaison Committee of Parents Association of Quynh Luu 2 High School.

In addition to Ha Huy Tap Secondary School, previously, at Quynh Luu 2 High School (Quynh Luu district), the school's Parents' Association also announced a list of the Association's revenues and expenditures for the 2022-2023 school year. In particular, there are many expenditures that are not in accordance with the instructions of Circular 55 such as expenses for the High School Graduation Exam, expenses for buying gifts for holidays such as November 20, March 8, etc. The total revenues and expenditures of the Parents' Association of Quynh Luu 2 High School is nearly 200 million VND.

In the past, the Department has inspected the collection and expenditure of operating expenses of the Parent-Teacher Association at a number of schools in the districts of Quynh Luu, Yen Thanh, Thanh Chuong and required the Parent-Teacher Associations of the units to comply with the approved year-end activity plan of the Association. In the coming time, the Department will continue to inspect this content.
