Ministry of Education and Training "reveals" new points in the regulations for the common national exam

How to create exam questions, how to use exam results, or how to organize exams in clusters... are the hottest information related to the National High School Exam Regulations that were just "revealed" by the Ministry of Education and Training this morning, December 10.

Mr. Tran Van Nghia - Deputy Director of the Department of Testing and Education Quality Assessment (Ministry of Education and Training) said that the Ministry of Education and Training has basically completed the draft of two regulations: Regulations on the National High School Exam (for universities, colleges and Departments of Education and Training to organize the exam) and Regulations on regular university and college admissions for 428 universities and colleges, including those using the results of the common exam and those with separate admissions. The draft is currently in the process of being completed, awaiting comments from the Ministry's leaders before being widely announced.

According to Mr. Tran Van Nghia, these regulations are basically no different from the exam regulations of previous years. The important changes largely depend on the way the National High School Exam is taken this year. Some basic new points are as follows:

About the application form (HSĐKDT)

The sample forms are basically identical to last year's HSĐKDT in terms of personal information and preferential policies. The only difference is that this year, there is no question of which school to apply to, but only of which subject, which exam cluster, and the purpose of the exam. Candidates will register to take the exam at the high school they are studying at. Independent candidates can register to take the exam at the location specified by the Department of Education and Training.

There are three groups of candidates registered for the exam.

Group 1: Candidates using the exam results to graduate from high school must register for 4 subjects, including 3 compulsory subjects including Math, Literature, Foreign Language and 1 remaining elective subject among Physics, Chemistry, Biology, History, Geography. (Testants in disadvantaged areas can apply to replace the Foreign Language subject with the remaining subject, which means there are 2 elective subjects in addition to the 2 fixed subjects of Math and Literature). Candidates with a foreign language certificate equivalent to level B1 or higher or an international program (according to the Ministry's regulations) will be exempted from the exam with the maximum score.

Group 2: Candidates who take the exam to graduate from high school and get the university entrance exam results, in addition to registering for 4 related subjects, must also register for 1-4 other subjects depending on the exam block preferences. For example: Candidates taking the A block exam must register for the following subjects: Math, Literature, Foreign Language, Physics and Chemistry. This registration also helps students choose other comprehensive blocks based on these 5 subjects in addition to the registered A block.

Group 3: Candidates taking the exam only for university or college admission will only take the subjects related to direct admission by block, in addition they can take additional subjects to be considered for other blocks.

About the exam

According to Mr. Tran Van Nghia, the structure of the exam is basically no different from the 2014 high school graduation exam. Accordingly, multiple-choice exams last 90 minutes, and essay exams last 180 minutes. The exam ensures two parts: the basic part ensures graduation and the differentiation part is for university and college admission. Social science subjects will promote the way of making open exam questions, using interdisciplinary knowledge to process, not requiring candidates to mechanically remember data, memorize but to process and analyze data. The way of making exam questions for natural science subjects will enhance the assessment of capacity, applying experimental knowledge.

On the use of exam results

For candidates who only take the exam to graduate from high school, the results will remain stable as last year, based on 50% of the national high school exam score and 50% of the 12th grade learning results. For candidates who use the exam results to apply for university and college admission, Mr. Tran Van Nghia said: “The important difference in using the exam results this year is that candidates have the exam scores before they can register for admission to the schools of their choice. Of course, students have a direction in advance and then follow the school's subject combination to register, but this method will limit the risk of "learning talent but taking the exam", luck... Students can consider choosing the right school".

According to Mr. Nghia, out of 428 universities and colleges that registered for admission, 235 schools used the results of the general exam for admission. The three "top" schools above, Hanoi University of Science and Technology, Foreign Trade University and Hanoi Medical University, have additional preliminary admission conditions. Ho Chi Minh City University of Law and the Academy of Journalism and Communication have additional conditions of interviewing some exam groups along with exam scores. Hanoi University of Procuracy is likely to have two parts of considering results with a ratio of 85% of the exam score and 15% of the interview score after the exam.

About the number of exam clusters

The Ministry of Education and Training is considering to make a decision based on a survey of about 30 examination clusters nationwide. The criteria for organizing examination clusters is to arrange convenient travel for candidates to ensure the shortest distance for candidates to take the exam. The examination fee will remain stable as every year. According to Mr. Tran Van Nghia, in addition to issuing two examination regulations soon, the Ministry of Education and Training will issue a parallel set of documents on questions and answers related to the National High School Examination, helping candidates have a clearer orientation when registering for the exam. The electronic software related to the exam is also in the process of being processed, expected to be completed by the end of December.
