Many revenues exceed regulations
The Ministry of Education and Training has announced the conclusion of an inspection of a number of activities of the National Economics University. Accordingly, in the work of organizing staff, the university appointed 49 Deputy Heads of Departments, Boards, and Faculties (in the period 2008-2010) from the local staff without the participation, comments, or credit assessment of staff and civil servants in the agency or unit before the appointment.

According to the conclusion of the Inspectorate of the Ministry of Education and Training on December 11, the National Economics University committed a series of fundamental violations in its financial work in the period 2008-2012. Specifically, the National Economics University manages 20 revenue-generating public service units, of which the total revenue in 2008-2011 was 1,252 billion VND and the total expenditure was 1,144 billion VND. Some regulations on fee collection are contrary to state regulations, and there are no regulations on managing collection levels for units implementing contract collection.

In addition, the basic construction work of the National Economics University has violated bidding regulations. Notably, after more than 4 years, the school has not implemented the Prime Minister's instructions and the Ministry's instructions on developing a feasible plan and mobilizing non-budgetary capital to implement the project.
Lack of democracy
According to the inspection conclusion, a series of issues related to the appointment and transfer of cadres violated the principles. Accordingly, the school principal and units and individuals in the school committed violations such as not conducting written evaluations of cadres and not taking votes of confidence with local cadres. The implementation of the law on handling complaints and denunciations still has many limitations; not fully implementing the procedures and not combining administrative organizational measures with ideological work in the work of organizing cadres, hasty and unfair handling of cadres with signs of lack of democracy.
Specifically, for Ms. Nguyen Thi The Anh, who moved from assistant of the Faculty of Economics and Human Resources Management to an administrative-clerical-archiving specialist at a health station, the grounds for transfer were not convincing enough. In the case of Mr. Pham Ngoc Linh, in 2008 he was appointed as Head of the Personnel Organization Department, and in 2010 he was transferred and appointed to the position of Deputy Director of the Institute for Economic and Development Research. However, this transfer was not approved by the Party Committee and there was no official evaluation document.
Notably, in the work of organizing staff, the National Economics University appointed 49 Deputy Heads of Departments, Boards, and Faculties (during the period 2008-2010) from the local staff without the participation, comments, or credit assessment of the staff and civil servants in the agency or unit before the appointment.
In addition, the school's training organization also shows a lack of openness and transparency, that is, Tay Bac University sent 54 students from classes 49 to 52 to study at the National Economics University.
A typical case is that of two students K50 and K52 who did not pass NV1 to the National Economics University but were admitted to NV2 to the Faculty of Business Administration of Tay Bac University, but were transferred by the Principal of the National Economics University to the Banking - Finance class of the National Economics University (this class is a joint training class) with a degree granted by the National Economics University. By sending these two students to study without a common policy and not conducted openly and transparently but by the agreement of the principals of the two schools, they violated the training regulations of universities and colleges.
According to Mr. Nguyen Van Phuong - Head of the Department of Administrative Inspection - Anti-Corruption (Inspector of the Ministry of Education and Training), the reason for the violations in the school is due to the lack of careful direction and management, showing signs of lack of democracy and fairness.
According to Mr. Phuong, the school principal must be responsible for these violations in the organization of staff, training, financial revenue and expenditure, and basic construction.
