Ministry of Education and Training issues 6-level foreign language proficiency framework
The Ministry of Education and Training has just issued a 6-level foreign language competency framework for Vietnam as a basis for unifying competency requirements for all foreign languages taught in the education system.

The Vietnamese Foreign Language Proficiency Framework (VFL) was developed based on the reference and application of CEFR and some English proficiency frameworks of other countries, combined with the actual situation and conditions of teaching, learning and using foreign languages in Vietnam. VFL is divided into 3 levels (Elementary, Intermediate and Advanced) and 6 levels (from Level 1 to Level 6 and compatible with levels from A1 to C2 in CEFR). Specifically as follows:
Primary
Level 1
Can understand and use familiar everyday expressions and very basic phrases aimed at the satisfaction of needs of a concrete type. Can introduce him/herself and others and can ask and answer questions about personal details such as where he/she lives, who he/she is related to, etc. Can interact in a simple way provided the other person speaks slowly and clearly and is prepared to help.
Level 2
Can understand sentences and frequently used expressions related to areas of most immediate relevance (e.g. very basic personal and family information, shopping, local directions, employment). Can exchange information on familiar, routine matters. Can describe in simple terms aspects of his/her background, immediate environment and matters of immediate need.
Intermediate
Level 3
Can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure, etc. Can deal with most situations likely to arise whilst travelling in an area where the language is spoken. Can produce simple connected text on topics which are familiar or of personal interest. Can describe experiences and events, dreams, hopes and ambitions and briefly give reasons and explanations for opinions and plans.
Level 4
Can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in his/her field of specialisation. Can interact with a degree of fluency and spontaneity that makes it easy for native speakers to interact. Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.
High-class
Level 5
Can understand and recognise implicit meaning in a wide range of longer texts. Can express himself/herself fluently and spontaneously, without much apparent difficulty in finding the right words. Can use language flexibly and effectively for social, academic and professional purposes. Can write clearly, coherently and in detail on complex subjects, showing good use of organised connectors and cohesive devices.
Level 6
Can understand with ease virtually all spoken and written material. Can summarise information from various spoken and written sources, reconstructing it in a logical sequence and presenting it in a coherent manner. Can express himself/herself spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.
The issuance of the Foreign Language Competency Framework serves as a basis for teachers and lecturers to select and implement content, teaching methods, testing and assessment so that learners can meet the requirements of the training program.
In addition, it helps learners understand the content and requirements for each level of foreign language proficiency and self-assess their own abilities. It also facilitates cooperation, educational exchange, and recognition of diplomas and certificates with countries applying the Common European Framework of Reference (CEFR)./.
