Ministry of Education and Training rectifies purchase of teaching equipment
Faced with the phenomenon of some educational institutions wasting money in purchasing teaching equipment and learning materials, the Ministry of Education and Training (MOET) has requested Departments of Education and Training, universities and colleges to rectify and overcome the situation.
The Ministry of Education and Training said that recently, many educational institutions and the Department of Education and Training have actively and proactively advised leaders at all levels to increase investment in purchasing teaching equipment and learning materials and focus on exploiting and using teaching equipment and learning materials effectively, contributing to innovation in methods and gradually improving the quality of teaching and learning, scientific research as well as educational management.

However, through monitoring through the Ministry's functional agencies and reflections from the mass media, the purchase of teaching equipment in a number of educational and training establishments and localities has revealed limitations that need to be rectified and overcome.
Specifically, focusing on purchasing new equipment without paying attention to exploiting the capacity and capabilities of existing equipment; Purchasing information technology equipment but not synchronously and lacking appropriate application software; Purchasing modern, multi-functional, expensive equipment but not exploiting all the functions of the equipment; Purchasing new equipment while there are not enough people with enough knowledge and ability to operate and exploit it; Mobilizing contributions from parents to purchase equipment against regulations. The above limitations lead to ineffective exploitation and use of equipment, waste in investment, causing frustration in the industry and among the people.
To rectify and overcome this situation, the Ministry of Education and Training has requested units to strictly implement the Government's directive on strengthening the direction and implementation of the state financial and budget tasks in 2013 and the Ministry of Finance's official dispatch on the management of state budget expenditures in 2013.
Check and review the current status of equipment and learning materials to make a plan to purchase additional necessary and synchronized equipment and learning materials. New purchases must be based on exploiting and using the full capacity of the equipped equipment, in accordance with financial conditions and preparing enough people to operate and use the equipment.
Particularly for foreign language teaching and learning, when making a project to purchase equipment, it is necessary to base it on the goals and requirements of the "Project on foreign language teaching and learning in the national education system for the period 2008-2020"; only purchase modern equipment when all the following conditions are met: ensuring physical facilities for equipment installation; having qualified foreign language teachers; equipment must be suitable and consistent with the program content, teachers' ability to use it, etc.
In the current period, localities and units need to focus on prioritizing training, retraining and fostering teachers in language skills and teaching methods.
The Ministry of Education and Training also assigned the Department of School Facilities and Equipment, Children's Toys and the Management Board of the National Foreign Language Project 2020 to coordinate with functional units under the Ministry to inspect and urge the purchase of teaching equipment and learning materials in localities and units and report to the Ministry's leaders./.
