One day after announcing a draft to increase tuition fees by 7.5-12.5%, on November 13, the Ministry of Education and Training said it had proposed to keep tuition fees unchanged for the 2021-2022 school year.

Deputy Minister of Education and Training Pham Ngoc Thuong said that the tuition fee and learning cost support policies are being implemented according to Decree 86/2015. Since this document is only valid until the end of the 2020-2021 school year, the Ministry is drafting a replacement decree to ensure continuity of legal regulations.

According to the draft,tuitionPreschool and general education increase by 7.5%; university increases by 12.5% ​​per year, starting from the 2021-2022 school year. This increase has been calculated by the Ministry based on many statistics and studies.

However, due to the complicated developments of the Covid-19 pandemic, many localities have just experienced many serious storms and floods, leaving serious consequences, greatly affecting people's income. Therefore, the Ministry of Education and Training has reported to the Government, proposing to extend the application period of Decree 86 by 1 more school year.

Accordingly, tuition fees for higher education and vocational education for the 2021-2022 school year will be applied as in the 2020-2021 school year. Tuition fees for preschool and general education will also be applied according to the framework of this school year and will continue to be assigned to the Provincial People's Council based on the actual situation of the locality for consideration and approval. In response to the question that public primary school students are exempted from tuition fees but the draft decree stipulates a tuition fee framework, Mr. Thuong explained that since Decree 86 does not stipulate tuition fees, there is no basis for budgetary compensation. Currently, primary schools are only provided with regular operating expenses by the State. This level is still limited, so schools face difficulties in improving the quality of education.

The 2019 Education Law continues to maintain the tuition-free policy for public primary school students and expands tuition support for non-public students in areas with insufficient public schools. The Ministry of Construction drafts a replacement decree to comply with this requirement.

However, in order to have a basis to support tuition fees for non-public students, and to have a basis and transparency in the budget allocated to primary schools, the draft decree stipulates a service price framework (tuition ceiling framework for primary education institutions).
