Ministry of Transport responds to Nghe An voters' petition on road boundary markers

At the 3rd session of the 13th National Assembly, the Provincial National Assembly Delegation forwarded voters' opinions and recommendations to the Ministry of Transport with the following content: Regulations on traffic corridors need to be clearer and more unified, because currently on National Highway 1A there are too many road boundary markers and it is not known which marker is the official marker to carry out site clearance for the traffic corridor.

(Baonghean)At the 3rd session of the 13th National Assembly, the Provincial National Assembly Delegation forwarded voters' opinions and recommendations to the Ministry of Transport with the following content: Regulations on traffic corridors need to be clearer and more unified, because currently on National Highway 1A there are too many road boundary markers and it is not known which marker is the official marker to carry out site clearance for the traffic corridor.

The Ministry of Transport responded as follows:

National Highway 1 passes through Nghe An province from km383+00 to km467+00. Currently, on the route, in the horizontal direction of the road on one side, there are 3 types of posts placed along the road corridor, specifically:

- Road boundary markers are placed according to Decree No. 203-HDBT dated December 21, 1982 of the Council of Ministers on the promulgation of the Road Protection Regulations, which stipulates as follows: The protection corridor of road works is calculated from the foot of the edge of the embankment and from the top edge of the cut road or from the outer edge of the longitudinal ditch or the top ditch to both sides for National Highways, which is 20m. Regarding the structure, the size of the road boundary markers is placed according to the provisions of the Road Sign Regulations 22 TCN-237-97 and on the main face of the stake (the side facing the road) is clearly marked "Road boundary marker",

- In 1999, the National Highway 1 upgrade project (World Bank loan) with Project Management Unit 1 (PMU1) as the Investor carried out site clearance (GPMB) and placed GPMB stakes with a distance from the foot of the embankment edge and from the top edge of the cut road or from the outer edge of the longitudinal ditch or top ditch to each side of 7m (determining the scope of the clean corridor).

- In 2000, the Ministry of Transport allowed the project to renovate and expand National Highway 1 through Nghe An province into a 4-lane road and assigned Project Management Board 1 (PMU1), Project Management Board 85 (PMU85), and CTGT Project Management Board (Nghe An Department of Transport) as investors. The Project Management Boards directed consulting contractors to establish investment projects to place GPMB stakes at intervals of 7m - 20m to determine the scope of construction of the project.

Thus, currently, for the sections of the National Highway 1 renovation and expansion project in Nghe An province that have not yet been implemented, there will be 3 pile systems, including 1 road boundary marker, placed according to Decree No. 203-HDBT dated December 21, 1982 of the Council of Ministers; the remaining 2 pile systems for site clearance correspond to the 2 phases of renovation and upgrading of National Highway 1.
