Ministry of Transport establishes disciplinary council for Chairman of Cienco 1
Regarding the fatal accident at the Hanoi urban railway project construction site, Minister of Transport Dinh La Thang has just signed a decision to establish a Disciplinary Council for Mr. Pham Dung - Chairman of the Board of Directors of Transport Construction Corporation 1 (Cienco 1).
Accordingly, the Disciplinary Council was established to advise on the application of disciplinary measures against Mr. Pham Dung for his responsibility as the head of the enterprise in managing the Bridge 17 Enterprise.
This is the construction unit of the main structural item of Thanh Xuan 3 Station, part of the Hanoi urban railway project Cat Linh-Ha Dong. During the construction process on November 6, 2014, a serious accident occurred, killing one person and injuring two others.

Regarding the incident, at the meeting on the afternoon of November 7 about the Cat Linh-Ha Dong urban railway project with the Railway Project Management Board, Hanoi People's Committee, Minister of Transport Dinh La Thang asked the Board of Members of Cienco 1 to clarify the responsibility of Mr. Pham Dung - Chairman of the Board of Members for his lack of responsibility in this accident.
The reason why Minister Dinh La Thang requested to discipline Mr. Pham Dung was that after the accident at the construction site where a member unit of Cienco 1 was working, he still sat in a meeting and only sent the company's Union Chairman down instead of directly going down to resolve the matter, which is unacceptable.
Previously, as VietNamNet reported, at 9:15 a.m. on November 6, 2014, at the construction site of Thanh Xuan III station on Nguyen Trai street, part of the Hanoi urban railway project, Cat Linh-Ha Dong line, an accident occurred that caused an accident for pedestrians near the construction site, killing one person and injuring two others.
Immediately afterwards, the Ministry of Transport requested a temporary suspension of construction on the entire project to review and implement measures to absolutely ensure labor safety, construction safety and traffic guidance.
The Ministry of Transport also directed the Railway Project Management Board, EPC General Contractor, subcontractors, Supervision Consultants, to review and coordinate with relevant agencies to clarify the causes and responsibilities of relevant groups and individuals for strict handling and timely corrective measures, resolutely preventing similar incidents from occurring during project construction.
On the evening of November 6, Deputy Prime Minister and Chairman of the National Traffic Safety Committee Nguyen Xuan Phuc issued an official dispatch requesting the Ministry of Transport and the Traffic Safety Committee of Hanoi City to urgently overcome the consequences and strictly handle the responsibilities of organizations and individuals after the labor accident at the construction site of the Cat Linh-Ha Dong urban railway.
