That is the content in the report of the Ministry of Home Affairs submitted to the National Assembly at the 8th session on the implementation of the National Assembly's Resolutions on questioning and answering questions of National Assembly deputies.

The Ministry of Home Affairs said that the annual civil servant staffing plans sent to the Ministry of Home Affairs by ministries, branches and localities always propose an increase of 9-11% compared to the number of civil servant staff assigned the previous year.

When appraising and synthesizing to submit to the Prime Minister for approval, the total number of civil servants in 2012 and 2013, the Ministry of Home Affairs proposed to keep stable the total number of civil servants assigned in the previous year. From August 2011 to November 2013, the number of civil servants did not increase.

However, according to reports from ministries, branches, provinces and centrally run cities, as of June 30, 2014, some localities still have a situation of exceeding the assigned quota of civil servants. The approval by the People's Councils of some provinces and centrally run cities of higher numbers of civil servants than assigned by competent state agencies is not in accordance with the provisions of the Law on Civil Servants and Civil Servants and its implementing guidelines.

On October 10, 2014, the Ministry of Home Affairs submitted to the Prime Minister the total number of civil servants in state administrative agencies, organizations and representative agencies of Vietnam abroad in 2015 is 281,714 positions. This number is equal to the number of civil servants assigned by the Prime Minister in 2014.

Regarding staff management, the Ministry of Home Affairs said that from now until 2016, the total number of cadres, civil servants and public employees will basically remain unchanged, not increasing. At the same time, review and rearrange the existing civil servant and career staff according to job positions and have a plan to handle redundant cadres, civil servants and public employees after rearrangement according to regulations.
