Leaving open the supervision of the honesty of National Assembly candidates when declaring assets?
Many opinions say that the current declaration of assets of candidates for National Assembly deputies is in the style of declaring whatever amount they want, without any confirmation.
The declaration of assets by candidates for the National Assembly is an issue of concern to many people. Mr. Pham Xuan Hang, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, said that the candidates' profiles are honest but their reliability is not yet reliable, especially in the declaration of assets.

There must be a mechanism for truly transparent asset declaration.
“Who is supervising, who is verifying, who is supervising whether the candidate declares too much or too little? Who dares to affirm that the declaration is accurate? This is the subjective part, although you commit to take responsibility, in reality it must be guaranteed by some agency. This step must be renewed. There are comrades I know who declare truthfully through reading their records, but there are also comrades I do not know, so I do not know if their declaration is correct or not” - Mr. Pham Xuan Hang wondered.
Mr. Lu Van Que, former Vice Chairman of the Central Committee for Ethnic Minorities, also said that the current asset declaration is based on declaring whatever amount you want, without any confirmation. “I see that there are people in Hanoi but they have houses elsewhere, so where do they ask for their place of residence, and where do they verify their assets? There are delegates from Son La, who can verify their assets there? I am sure it cannot be done. There are many other cases, asking where they reside, which location, and whether there is confirmation. I am not really confident about asset declaration. There must be a mechanism so that asset declaration is truly transparent, public, and democratic so that people can trust it.”

Mr. Nguyen Mau Banh. |
According to Mr. Nguyen Mau Banh, representative of the Association of Former Teachers, there are candidates for the National Assembly who declare their assets very seriously, but do not declare their spouses or children. "They declare so seriously, but if their children drive supercars, is that the father's or the child's property? We need to learn from experience in declaring. It only takes a few lines, why save paper?" - Mr. Nguyen Mau Banh asked.
In response to many concerns about the declaration of assets by candidates for the National Assembly, Ms. Nguyen Thi Nuong, Head of the National Assembly Delegation Work Committee, said, “We also see it that way. According to the agency directly drafting documents to submit to the National Assembly, even the most recent document on asset and income declaration for civil servants and public employees is only the form that everyone is declaring, and does not yet have a section on asset verification.”
The new profile only focuses on introducing positions and degrees.
According to Mr. Lu Van Que, the candidate's profile does not reflect the quality because it only includes a brief resume and position, without the strengths and weaknesses of the candidate. Voters across the country believe in the recommendation of the Presidium of the Central Committee of the Vietnam Fatherland Front, so it is necessary to do it carefully, openly and transparently to create people's trust.
“In my opinion, this kind of declaration does not reflect the quality of the representative. At least, everyone should know the strengths and weaknesses of the candidate for the National Assembly, and what the process was like. It must reflect the quality of the representative being introduced, and even the agency must have comments and assessments so that everyone has information,” said Mr. Que.
Mr. Lu Van Que said that it is necessary to consider the quality of representatives as the most important factor. Do candidates who enter the National Assembly perform well their functions and roles as representatives? Do they reflect the aspirations of voters as well as have their own opinions?
“Therefore, the candidate’s profile must have an assessment so that the recommender can be assured of whether or not they are recommending a worthy person. The profile is only focused on introducing positions and qualifications, but does not reflect the quality of the representative. The people have great trust in the Presidium to represent the people in recommending candidates for the third round of consultation, so it needs to be done carefully and accurately,” Mr. Que suggested.

Mr. Nguyen Thien Nhan - Member of the Politburo - Chairman of the Vietnam Fatherland Front. |
Mr. Nguyen Thien Nhan, Politburo member and Chairman of the Central Committee of the Vietnam Fatherland Front, said that the candidates for the National Assembly in the list of 197 people were all introduced by the Central agency, so they can be assured of their qualifications.
Regarding many concerns about the declaration of assets with insufficient value because there is no verification agency, Mr. Nguyen Thien Nhan said that currently in the general regulations of the entire State and political system, there is no regulation to supervise all asset declarations, but when there is a discovery, the competent agency will verify./.
