Proposal to strive to achieve a rate of non-Party members running for People's Council deputies of not less than 10%.
The Ministry of Justice recently announced the appraisal dossier of the draft Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition and allocation of the number of people recommended to run for People's Council deputies at all levels for the 2026-2031 term.
Regarding the number of People's Council delegates at all levels, the draft resolution stipulates that the determination of the number of People's Council delegates elected in each administrative unit is based on the provisions of the Law on Organization of Local Government. In addition, it is based on the population of each administrative unit (determined according to population statistics in the National Population Database as of September 30).
Regarding the number of full-time People's Council delegates, the draft resolution states that at the provincial level, the leadership of the People's Council has a maximum of 2 full-time delegates, including no more than 2 vice chairmen of the People's Council. Each committee of the People's Council has 3-4 full-time delegates, including no more than 2 vice chairmen, and 1 full-time member.
The number of full-time People's Council delegates, the number of People's Council vice chairmen, and the number of deputy heads of the Hanoi City People's Council shall comply with the provisions of the Law on the Capital.

At the commune level, the People's Council leader has 1 vice chairman; each committee has 1 deputy head.
Regarding the number of vice chairmen of the People's Council and deputy heads of the People's Council at the provincial and communal levels for the 2026-2031 term in the administrative units at the provincial and communal levels that will be merged in 2025. Maintain the number of vice chairmen of the People's Council and deputy heads of the People's Council at the provincial and communal levels for the 2026-2031 term as when merging; after 5 years, the number prescribed by the competent authority will be implemented.
Structure, composition and distribution of the number of people recommended to run for People's Council deputies at all levels
The draft resolution clearly states that based on the number of elected People's Council deputies, the principle of ensuring the balance when making the list of candidates for People's Council deputies as prescribed in the Law on Election of National Assembly Deputies and People's Council deputies, the Standing Committee of People's Councils at all levels, after reaching an agreement with the Standing Committee of the Vietnam Fatherland Front Committee and the People's Committee at the same level, will specifically plan the structure, composition, and allocation of the number of people of political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at their level, lower-level administrative units (for provincial level), villages, residential groups (for commune level), public service units, and economic organizations in the area to be introduced to run for People's Council deputies at their administrative units.
The planning of the structure, composition, and allocation of the number of people recommended to run for People's Council deputies in each administrative unit must ensure democracy, impartiality, objectivity, and transparency; attach importance to quality, and select deputies who are exemplary in intelligence, qualities, ethics, and prestige, and are truly clean and strong.
At the same time, ensure a reasonable structure in political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at their level and lower-level administrative units (for provincial level), villages, residential groups (for commune level); public service units, economic organizations in the area; with representatives of social components, professions, religions, and ages.
Ensure a reasonable proportion of ethnic minorities in the official list of candidates for People's Council deputies in accordance with the population characteristics of each locality and strive to achieve an election rate.
The proportion of female delegates in the official list of candidates must be at least 35%; strive for an election rate of about 30% at each level (provincial and communal levels).
Delegates are non-Party members, striving to achieve a rate of not less than 10% at each level (provincial and communal levels).
Young delegates (under 40 years old) strive to achieve a rate of not less than 15% at each level (provincial and communal levels).
The re-election of People's Council delegates from the previous term must strive to achieve a rate of not less than 30% at each level (provincial and communal levels).
When introducing candidates for People's Council deputies at all levels, local authorities must ensure both standards and the selection of deputies who are representative in terms of gender, ethnicity, youth, etc.
