After surveying and checking the actual situation in the Ban Ve hydropower reservoir area on June 14, this morning, June 15, the working group conducted a field survey at the resettlement area of ​​Ngoc Lam commune (Thanh Chuong). Up to now, Thanh Chuong has received 2,123 households from Tuong Duong for resettlement in Ngoc Lam and Thanh Son communes; 29/30 villages of the two communes have been allocated production land (average 2,000 to 2,500m2/ mouth).

However, this area has not met the requirements of production and stable life, most of which are only used to grow cassava and acacia. Meanwhile, the area reclaimed for rice fields to produce food is too low compared to the demand. Up to now, people have not yet adapted to the new production method, life is not stable and very difficult, in Ngoc Lam commune, the poverty rate is currently over 87%. According to statistics, there are currently over 300 households returning to Tuong Duong district to do business and live, focusing mainly on the farming and harvesting seasons, of which 36 households with 164 people have sold their houses and returned to settle down in Tuong Duong.

This afternoon, the working group had a working session with the Provincial People's Committee and representatives of a number of sectors to unify, remove some obstacles and propose solutions to stabilize the lives and develop production for people in the resettlement area. At the meeting, Vice Chairman of the Provincial People's Committee Le Xuan Dai pointed out that the process of implementing compensation for residential land and production land is still too slow, lasting for many years, up to now only 17/30 villages of the two resettlement communes have been granted enough production land; infrastructure has not met the minimum needs of people's lives. He pointed out that issues related to production land, domestic water, and customs of the people must be resolved promptly.

The representative of the working group of the Ministry of Agriculture and Rural Development requested the government to focus on propaganda to limit people in the resettlement area from returning to their hometowns; build effective production models, suitable to land conditions and farming practices of the people; the project management board also needs to completely pay off the policies according to state regulations for people in the Ban Ve hydropower reservoir area after returning to the resettlement area.
