Following a survey and on-site inspection of the Ban Ve hydropower reservoir area on June 14th, the working group conducted a field survey this morning, June 15th, at the resettlement area in Ngoc Lam commune (Thanh Chuong district). To date, Thanh Chuong has received 2,123 households from Tuong Duong district for resettlement in Ngoc Lam and Thanh Son communes; 29 out of 30 villages in the two communes have been allocated production land (averaging 2,000 to 2,500 square meters).2/ mouth).
However, this land area is insufficient to meet production requirements and stabilize livelihoods, with most of it being used for growing cassava and acacia trees. Meanwhile, the area reclaimed for rice cultivation to produce food is too low compared to demand. To date, people have not yet adapted to new production methods, their lives are unstable and very difficult; in Ngoc Lam commune, the poverty rate is currently over 87%. According to statistics, there are currently over 300 households returning to Tuong Duong district to work and live, mainly focusing on farming and harvesting seasons. Among them, 36 households with 164 people have sold their houses and permanently settled in Tuong Duong.
This afternoon, the working group held a meeting with the Provincial People's Committee and representatives from several departments to reach consensus, resolve some obstacles, and propose solutions to stabilize the lives and develop production for the people in the resettlement area. At the meeting, Vice Chairman of the Provincial People's Committee Le Xuan Dai stated that the process of compensating for residential and agricultural land is still too slow, dragging on for many years. To date, only 17 out of 30 villages in the two resettlement communes have been allocated sufficient agricultural land; infrastructure has not yet met the minimum living needs of the people. He emphasized that issues related to agricultural land, clean water, and the customs and traditions of the people must be resolved promptly.
Representatives of the Ministry of Agriculture and Rural Development's working group requested that the authorities focus on raising awareness to prevent people in resettlement areas from returning to their old hometowns; develop effective production models suitable to the land conditions and farming practices of the local people; and that the project management board should also finalize the payment of all entitlements and policies according to state regulations to the people in the Ban Ve hydropower reservoir area after they move to the resettlement area.
