Ministry of Agriculture and Rural Development responds to opinions of Nghe An voters
(Baonghean) - Before the 3rd session, the Provincial National Assembly Delegation sent to the Government the opinions and recommendations of Nghe An province's voters, requesting that the Government should have stronger policies in forest management and protection, especially primary forests; increase forces, tools, and means of support and closely inspect, and assign clear responsibilities to the forest rangers in forest protection work.
The Ministry of Agriculture and Rural Development responded to voters as follows:
According to statistics from the Forest Protection Department, in the first 7 months of 2012, the number of violations of the Law on Forest Protection and Development was 16,668, down 7% compared to the same period in 2011. However, currently in some key areas, deforestation (concentrated in conservation areas and national parks) is still serious, causing public outrage. To prevent deforestation and establish order and discipline in forest management and protection, recently the Ministry of Agriculture and Rural Development has advised the Prime Minister to issue Directive No. 1685/CT-TTg dated September 27, 2011, strengthening the direction of forest protection measures, preventing deforestation and opposing law enforcement officers; Issued Decision No. 07/2012/QD-TTg dated February 8, 2012 on a number of policies and mechanisms to strengthen forest protection, clearly defining the responsibilities, authority to direct and organize the protection of forest resources in the area of the People's Committees at all levels in accordance with the practical requirements of current forest protection work, and decided to increase the staffing of the forest ranger force by about 3,000 people by 2015. Continued investment in the forest ranger force through the project to strengthen the equipment of weapons and support tools for the forest ranger force in the period 2011-2015, the project to improve the capacity and improve the operations of the forest ranger force, the project to improve the capacity of forest fire prevention and fighting for the forest ranger force in the period 2013-2020 and vision to 2030.
To strictly inspect and clearly assign responsibilities to the forest rangers in forest protection work, the Ministry of Agriculture and Rural Development issued Directive 3714/CT-BNN-TCLN dated December 15, 2011 on strengthening and rectifying the activities of the forest rangers to ensure that the forest rangers fully perform their assigned functions and tasks, follow the correct working procedures, and at the same time prevent acts of harassment, negativity, and illegality, and resolutely eliminate negative elements from the forest rangers.
