Ministry of Home Affairs talks about the 154 regime with non-professional cadres who are signed new contracts
The Ministry of Home Affairs informed that non-professional officials who quit their jobs from July 1 will still enjoy the regime according to Decree 154, even though they later signed a working contract at a public service unit.
Ms. Nguyen Thi Bich Suu recently sent a question to the Ministry of Home Affairs regarding the settlement of policies for non-professional cadres after job transfer.
Specifically, Ms. Suu recounted the case of a non-professional officer who quit his job on July 1 but had not yet received the benefits prescribed in Decree No. 154. After quitting, he signed a contract to work as an accountant at a public service unit with revenue, with his salary paid from the unit's other revenue sources.
Ms. Suu wondered whether this officer would still enjoy the benefits stipulated in Decree No. 154?
Regarding Ms. Suu's concerns, the Ministry of Home Affairs has officially responded on the settlement of policies for non-professional staff after they quit their jobs and continue working at another unit.

The Ministry of Home Affairs said that in case non-professional cadres at the commune, village, residential group level... are decided by competent authorities to resign, they will enjoy full benefits and policies according to Decree No. 154.
The Ministry emphasized that having enjoyed the regime under Decree 154 does not mean that the labor rights will be bound or restricted later. Individuals who quit their jobs can completely continue to sign labor contracts at other agencies, public service units, organizations or enterprises according to the provisions of law.
Thus, in the case Ms. Suu mentioned, non-professional staff who have been decided to quit their jobs since July 1 are still entitled to the regime according to Decree No. 154.
After enjoying this one-time support regime, if the individual continues to sign a contract to work as an accountant at a public service unit with revenue and is paid from the legal financial source of the unit, this does not affect the right to enjoy the regime as previously prescribed.
This regulation demonstrates the humanity and consistency of the policy: The State guarantees benefits for non-professional staff when they leave their jobs, while opening up opportunities for them to continue working, contributing and earning income in other environments.
The Ministry of Home Affairs affirmed that specific cases need to contact local authorities to be resolved according to the correct procedures, ensuring the rights of workers.
