The Ministry of Agriculture and Rural Development approved the plan to support economic development of Ky Son district.

On July 26, 2024, the Ministry of Agriculture and Rural Development issued Decision No. 2561/QD-BNN-LN approving the Plan to support the development of agricultural and forestry economy in Ky Son district, Nghe An province until 2030. The Decision clearly states the basic approved contents including:

Viewpoints and support orientation:

a) Developing sustainable forests, enhancing the multi-use value of forest ecosystems, contributing to environmental protection, responding to climate change and ensuring national defense and security in the area through supporting activities: forest restoration; improving the efficiency of management and use of forest environmental service fees; developing non-timber forest products and medicinal herbs under the forest canopy; researching and supporting facilities providing good quality, high-yield, high-value plant varieties.

b) Developing sustainable agricultural economy in the direction of linking value chains from production, harvesting, preliminary processing, preservation, processing and consumption, developing OCOP products on the basis of effectively promoting local potentials and advantages; supporting research, application, transfer and application of scientific and technological advances to improve productivity, quality, diversification, competitiveness and added value of key products, goods and local specialties.

c) Testing and replicating a number of aquaculture, specialized and intensive aquaculture models with high productivity, value and economic efficiency on the basis of promoting the potential and advantages of local natural conditions and aquatic resources.

d) Promote the development of eco-tourism, agricultural and rural community tourism, adventure tourism, experience tourism, and nature exploration associated with the conservation and promotion of values, traditional cultural identities, and indigenous knowledge of the local community.

d) Promote potentials and advantages and increase the mobilization of investment sources, develop essential infrastructure serving daily life, serving the development of agricultural and forestry economy associated with planning, arrangement, settlement, population stabilization and natural disaster prevention; create a favorable environment to attract all economic sectors to participate in investment, innovate production processes, apply technological advances to the development of agricultural and forestry economy, services and tourism.

Target:Support activities to implement the agricultural and forestry economic development goals of Ky Son district, Nghe An province to effectively exploit and use land and forest resources; apply scientific and technical advances in agricultural and forestry production along the chain from production to processing and consumption, contributing to economic restructuring, creating jobs, increasing income, stabilizing life, preserving and promoting traditional cultural values ​​and indigenous knowledge of ethnic communities; conserving nature, biodiversity, protecting the environment, preventing and mitigating natural disasters, adapting to climate change and ensuring national defense and security in the area.

Specific targets by 2030:

Regarding economy: Support the development of agricultural and forestry economy through building models of forest protection and development, cultivation, livestock and aquaculture effectively and sustainably; develop tourism associated with rural occupations and community culture, contributing to increasing economic growth rate, promoting, developing and shifting the economic structure of the district.

Socially: Contribute to creating jobs, increasing income, improving livelihoods, stabilizing people's material and spiritual lives; preserving and promoting traditional cultural values ​​and indigenous knowledge of ethnic communities.

Regarding the environment: Contribute to strengthening management, protection, and sustainable forest development, increasing the forest cover rate of Ky Son district to 60% by 2030, contributing to nature conservation, biodiversity, environmental protection, responding to climate change, reducing greenhouse gas emissions, minimizing risks and damage caused by natural disasters.

Main tasks:

- Sustainable forest development, enhancing the multi-use value of forests: Effectively implement the work of managing, protecting and using forests sustainably. Support the development, improve productivity and quality of forests. Support the construction of economic development models under the forest canopy, promote the exploitation, use, processing and trade of forest products. Improve the efficiency of management and use of forest environmental service fees.

-Developing effective and sustainable agricultural production: Supporting and promoting the replication of experimental models of planting some temperate fruit trees associated with tourism and local economic development. Supporting the exploitation and development of some indigenous plant genetic resources. Supporting the development and replication of models of planting some industrial crops with high economic value.

-Developing livestock farming models towards quality, food safety associated with environmental protection and sustainability.

-Developing high-yield, good-quality and sustainable aquaculture.

-Developing cooperative economic models, developing craft villages, tourism associated with rural industries and community cultural values.

-Stabilizing population, preventing natural disasters, building new rural areas.

Regarding funding sources:

1. Diversify capital mobilization sources to implement the Plan, ensuring full and timely mobilization according to regulations, including: state budget; integration into national target programs, other programs, plans, and projects; revenue from forest environmental services and forest environment leasing; funding sources, aid, and other capital sources from organizations and individuals according to regulations of law; other financial sources according to regulations of law.

2. Based on the assigned tasks and activities in the Plan, relevant units and localities develop projects and annual plans and prepare task outlines, detailed estimates, and determine funding needs to submit to competent authorities for approval in accordance with the provisions of the law on state budget, the law on public investment and current regulations.

3. Localities are responsible for directing the development of projects to be included in the list of public investment projects, arranging local budgets and mobilizing other legal capital sources to implement the Plan locally; the central budget supports in accordance with the principles and content of support, on the basis of activities and tasks approved by competent authorities to implement national target programs, programs, projects and plans in accordance with current laws.

The plan to support the development of agriculture and forestry in Ky Son district, Nghe An province until 2030 also clearly states the implementation solutions, including solutions on: planning; policies; science and technology; human resource development; market development; investment, finance and international cooperation. Accordingly, the units under the Ministry of Agriculture and Rural Development, Nghe An Provincial People's Committee, and Ky Son District People's Committee are assigned, according to their specific functions and tasks, to effectively implement the contents of the plan approved by the Ministry of Agriculture and Rural Development.
