Secret ballot is a form of democracy; voters can express their personal opinions when evaluating and expressing their trust in a group or individual according to the organization's requirements. Every time there is an election or a confidence poll for a certain position, people often organize a vote such as electing People's Council delegates at all levels, electing the Executive Committee, electing the Secretary, Chairman, etc.
In addition to the purpose of election, organizations also conduct voting to probe the confidence of the voters towards the collective and individuals. The results of the vote of confidence are considered by the authorities as a reference channel to evaluate and arrange personnel, recently taking a vote of confidence for positions elected by the People's Council.

If voting by raising hands at conferences is easily influenced by "crowd effects", deference, and fear of conflict, then secret voting is a form of information secrecy, giving voters the right to express their personal opinions without being influenced by others.
Thus, each vote is very important to those on the election list or taking a vote of confidence. Sometimes the voting results "change in quality" - creating a turning point in a person's working life. Because of that important meaning, the organization of the election or taking a vote of confidence is prepared very carefully, meticulously, with a strict process,... and is of great interest to cadres, party members, and the people.
Previously, each time a vote was conducted, it was widely and enthusiastically propagated, mobilized, and explained in many forms. The important thing was to get the highest percentage of voters to vote; to make it "democratic but focused", to get "right-oriented" results. Despite the low level of education, the voters who went to vote were very enthusiastic and excited, considering it an honor and pride; each cadre and party member was able to vote, contributing to building a strong Party and Government.
Nowadays, every time there is an election or a vote of confidence, “lobbying” - also known as lobbying - appears in many forms, in some places it is even a “brain battle” with the purpose of “mobilizing votes”, “asking for votes”... There have been many tragicomic stories surrounding the ballot. In the village, there have been “exchanges” between clans and departments to “raise issues”, “assign tasks and give directions” before the election; even leaving with little gifts for the participants! There are phenomena of “ballot stuffing” - to see if people will vote for you or not! There are warm “handshake votes” before the vote of confidence to take advantage of “reminding” to be favored. “More elaborately”, someone took the opportunity to “meet in advance”, all 11 standing members happily promised: Don’t worry! If you don’t introduce me, who will you introduce? After voting, everyone laughed happily. Yet when counting the votes, there was only one “confident” vote! There are votes in which only one person's name is printed on the ballot. Those who agree leave it in the box, those who disagree cross it out. So, after receiving the ballot, whoever takes out a pen is the one who is discovered to have crossed out their name! There are also confidence polls, planning arrangements, and personnel that are influenced by associations, businesses, or leaders from higher levels,... Is that why personnel work is always considered important, carried out closely, thoroughly, and according to procedures,... but only halfway through the term, there are already many officials who have violated it?
These sad phenomena show the cracks in the intellectual, emotional, and moral bonds between those whose names are on the ballot and those who hold the ballot. It shows that there are sad realities between people who are considered comrades, colleagues, and co-workers but are not honest, straightforward, and sincere with each other. They cannot honestly self-criticize and criticize, help each other to progress, but live together by tricks, maintain peace, and show respect without being satisfied, which is ultimately individualism, for their own benefit.
As long as the above sad phenomena persist, the values of "solidarity and unity" are alarming, and self-criticism and criticism activities are not substantial.
