Annual vote of confidence in ministers is essential
Conducting a vote of confidence for positions elected or approved by the National Assembly (NA) is one of the contents of the "Project to continue innovating and improving the quality and efficiency of the NA's operations". Talking to the press on the sidelines of the third session of the 13th NA, Deputy Chairman of the NA's Judicial Committee Nguyen Dinh Quyen said that in order for this work to achieve high quality, it is necessary to conduct an annual vote with ministers.
- Public opinion is currently concerned about the annual vote of confidence for positions elected or approved by the National Assembly. What is your opinion on this issue?
- The vote of confidence is a content in the Law on Supervisory Activities of the National Assembly with the regulation that the vote is only carried out when 20% of the delegates propose, but in a session or in the entire term, it is not clearly regulated. Personally, I think that the annual vote does not need to meet the required percentage of delegates proposing. That percentage is only meaningful in the case of an extraordinary vote. Particularly for ministers, it is necessary to conduct a vote of confidence annually.
- In case the minister does not receive 50% of the vote of confidence, should he resign or not, sir?
- The general principle is that the process must be carefully considered. Delegates must have full information when voting. A piece of incorrect information can harm an individual, causing a minister who should have retired to not retire or vice versa. Therefore, personnel issues must be conducted closely, carefully, and according to the process.
- Regarding the vote of confidence for Government members, do you think the current information provision mechanism is sufficient to implement it?
- I think the information provided is not enough because every year, Government members do not have to report on their activities to the National Assembly. Currently, the Government only reports on the implementation of general tasks, but not on individual Government members. Thus, delegates only have information about members through the press, petitions, complaints, questions and answers.
- With current regulations, is there a lack of basis to conduct a vote of confidence for positions elected or approved by the National Assembly?
- There is no shortage of facilities and it can still be done. However, the vote of confidence is a very important issue, so the process must be carried out closely with full information. To do this, there is still a lot to do such as: Building a process, a mechanism to provide information from the voters every year, regulating the responsibility of officials in performing public duties...
