Based on the synthesis of opinions from schools, the Ministry of Education and Training has just planned to issue regulations on admission work in regular university and college admissions.
Accordingly, schools with autonomous enrollment projects that have been confirmed by the Ministry to meet the requirements of the Regulations on regular university and college enrollment will organize admission exams according to the regulations in the project.
With the admission according to the Ministry's general exam, the Council determines the conditions to ensure input quality based on the exam results of candidates nationwide, proposing that the Minister consider announcing a number of levels (3 or 4 levels) of basic admission scores (total score of 3 subjects without multiplying the coefficient) for each exam group, including the minimum score for university admission and the minimum score for college admission.
Before May 20 every year, if deemed necessary, universities and colleges will decide and publicly announce a main exam subject according to the exam block multiplied by a coefficient of 2 for each major of the school;
After the Ministry announces the basic admission scores, for schools and majors that do not specify the main exam subjects, the basic admission scores and admission standards for the school or each major of the school will be determined and publicly announced. This admission standard score must not be lower than the basic admission score for university (for universities) or the basic admission score for college (for colleges) announced by the Ministry.
For schools and majors that have announced the main exam subjects, the basic admission score and the admission standard score taking into account the coefficient of the main subject (total score of 3 exam subjects, including 1 main exam subject multiplied by coefficient 2) will be determined and publicly announced to the school or each major of the school. The average value of this admission standard score (admission standard score taking into account the coefficient of the main subject divided by 4) must not be lower than the average value of the basic admission score for university (the basic admission score for university divided by 3, for universities) or the average value of the basic admission score for college (the basic admission score for college divided by 3, for colleges) announced by the Ministry.
Schools organize admission exams for candidates whose exam results reach the admission standard score or higher (basic admission standard score or admission standard score taking into account the coefficient of the main subject) according to current regulations of the Regulations on admission to full-time universities and colleges.
According to the explanation of the Ministry of Education and Training, the purpose of this admission regulation is to ensure input quality, create fairness and transparency in admission; gradually implement stratification of university education institutions; help candidates know about the input quality of each school and each major to choose a school and major that suits their abilities.
The announcement of 3 or 4 basic admission scores for universities and colleges aims to meet the diversity of higher education institutions, while gradually implementing stratification of higher education institutions.
Allowing schools to determine the main subjects in each exam block in accordance with the characteristics and requirements of each training sector aims to ensure the autonomy of schools in enrollment, creating conditions for schools to recruit candidates with capacities suitable to the requirements of the training sector.
Allowing schools to set admission scores taking into account the coefficient of the main subject (total score of 3 subjects, including one subject multiplied by coefficient 2) with the condition that the average admission score is not lower than the average minimum basic score (admission score taking into account the coefficient of the main subject must not be lower than the minimum basic score multiplied by 4/3) creates more opportunities for admission for candidates with better ability in the main subject.
The difference between this admission regulation and the previous floor score regulation is: first, dividing the score spectrum into many levels according to the proportion of candidates meeting the requirements so that schools can decide for themselves which admission score level is appropriate, thereby affirming the school's reputation in society; second, providing a principle for schools to set admission benchmark scores based on the requirements of each training profession, taking into account the coefficient of the main subject, helping schools have the opportunity to recruit candidates with suitable capacity.
