Supplementing the central budget for localities to implement social security policies
Decision No. 1761/QD-TTg of the Government on targeted supplementation from the central budget in 2023 for localities to implement social security policies and support payment of benefits for the number of additional teacher positions according to Decision No. 72-QD/TW of the Politburo.
Specifically, the allocation of VND 9,849,654 million from the unallocated central budget estimate for 2023 has been decided by the National Assembly under Resolution No. 70/2022/QH15 dated November 11, 2022 of the National Assembly on the allocation of the central budget for 2023 to supplement the targeted central budget for 2023 to local budgets to implement social security policies from 2023 and earlier and support payment of benefits for the number of teachers in 2023 that has been supplemented under Decision No. 72-QD/TW dated July 18, 2022 of the Politburo as proposed by the Ministry of Finance.
In addition, cancel the budget for the remaining, unused, and unspent social security supplementary expenditures in 2022, which are not within the scope of transfer, and implement in accordance with the provisions of Clause 4, Article 64 of the State Budget Law.
The Ministry of Finance and the People's Committees of provinces and centrally-run cities assigned to supplement the above-mentioned budget shall be fully responsible for the contents, data, reports, and proposals, ensuring strict compliance with legal regulations.
The management, use and settlement of the above-mentioned additional funds must comply with the provisions of the State Budget Law and relevant laws, ensuring timeliness, economy, efficiency, publicity, transparency, and avoiding loss and waste.
