Supplementing regulations on salary regime for civil servants
The Government has just issued Decree 17/2013/ND-CP amending and supplementing a number of articles of Decree 204/2004/ND-CP dated December 14, 2004 on salary regime for cadres, civil servants, public employees and armed forces.
According to regulations, cadres, civil servants and public employees who have excellent achievements in performing their duties but have not yet been assigned the final salary grade in their grade or position will be considered for a salary increase one grade ahead of schedule, up to 12 months ahead of schedule.
According to the current regulations in Decree 204/2004/ND-CP, the rate of cadres, civil servants and public employees who receive salary increases ahead of schedule within a year must not exceed 5% of the total number of cadres, civil servants and public employees on the payroll of the agency or unit. This rate is increased to no more than 10% in the new Decree.
Add civil servant objects
The new Decree also adds the subjects of application in Table 2 "Professional and technical salary table for cadres and civil servants in state agencies" issued with Decree 204/2004/ND-CP.
Specifically, for civil servants of type A3, Group 1 (A3.1), in addition to 8 subjects including: Senior specialist; Senior inspector; Senior tax controller; Senior auditor; Senior bank controller; Senior customs inspector; Senior accountant; Senior market controller; The new Decree adds 5 more subjects: Senior statistician; Senior product and goods quality controller; Senior enforcement officer (civil enforcement); Senior examiner (civil enforcement); Senior tax inspector.
Group 1, civil servants of type A2 (A2.1) add 6 more subjects including: Chief statistician; Chief product quality controller; Intermediate enforcement officer (civil enforcement); Chief examiner (civil enforcement); Chief tax inspector; Chief forest ranger.
Eight more civil servants of type A1 are added: Statistician; Product and goods quality controller; Preservation technician; Primary enforcement officer (civil enforcement); Examiner (civil enforcement); Enforcement secretary (civil); Tax inspector; Forest ranger.
7 subjects were added to the list of civil servants of type B, including: Intermediate statistician; Intermediate product and goods quality controller; Intermediate enforcement secretary (civil); Intermediate tax inspector; Intermediate forest ranger; Intermediate preservation technician; Preservation warehouse keeper.
In addition, the Warehouse Security Officer is also added to the civil service category C.
Change "Civil servant rank" to "Civil servant job title"
The new regulation also amends the name "Civil servant rank" to "Civil servant professional title".
At the same time, supplement the applicable subjects in Table 3 "Professional and technical salary table for cadres and civil servants in state-owned enterprises" issued with Decree 204/2004/ND-CP.
Specifically, 3 civil servant professional titles are added to Group A3 civil servants (A3.1): Senior environmental resource investigator; Senior hydrometeorological forecaster; Senior hydrometeorological controller.
Group 1, type A2 civil servants (A2.1) are supplemented with 14 civil servant professional titles including: Chief social worker; Chief legal assistant; Chief midwife; Chief medical technician; Chief public health officer; Chief nurse; Chief population officer; Chief occupational safety technical inspector; Chief surveyor and cartographer; Chief land surveyor; Chief environmental resource investigator; Chief environmental resource observer; Chief hydrometeorological forecaster; Chief hydrometeorological controller.
In addition, 17 more professional titles of civil servants were added to type A1 officials, including senior primary school teachers, senior preschool teachers, and junior high school teachers... Type A officials added 11 subjects, type B officials added 12 subjects, and group 1 officials, type C (C1) added 6 subjects.
Supplementing the salary increase table for general officers
In addition, the new Decree also supplements the salary increase table for general officers of the People's Army and the People's Police in Table 6 "Salary increase table for military ranks of People's Army officers; officers and non-commissioned officers of the People's Police" issued together with Decree 204/2004/ND-CP as follows:

The salary increase period for the military ranks of Major General, Lieutenant General, Senior General and General is 4 years.
The new regulation takes effect from April 10, 2013.
