Ministry of Finance works with Nghe An Provincial People's Committee on agricultural insurance
(Baonghean.vn) -This afternoon, April 18, the working delegation of the Ministry of Finance - Ministry of Agriculture and Rural Development led by Deputy Minister of Finance Tran Xuan Ha had a working session with the People's Committee of Nghe An province on the implementation of agricultural insurance in the area. Working with the delegation, on the provincial side, there was Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, representatives of a number of provincial departments and branches.

According to the report of the Provincial Agricultural Insurance Steering Committee, the pilot implementation of agricultural insurance according to Decision 315 dated March 1, 2011 of the Prime Minister has been vigorously deployed by Nghe An on the 2012 Winter-Spring rice crop. Up to now, 100/109 communes in the three districts of Quynh Luu, Yen Thanh, Dien Chau have signed rice crop insurance contracts, reaching a rate of nearly 92%, with a total area of nearly 3,890 hectares, accounting for 12.3% of the Spring rice crop area. In total, over 22,000 farming households have participated with an insurance amount of over 166 billion VND.
Currently, Nghe An province is also implementing livestock insurance in some districts, expected to be completed by the end of April 2012. However, because it is the first implementation, the implementation process still faces many difficulties and obstacles such as ineffective coordination between relevant levels and sectors; as a new type of insurance, it has not received much attention from the people; high insurance premiums, while compensation levels are not really attractive to farmers; narrow insurance coverage, and too few insured risks. The provincial steering committee and representatives of some households also raised a number of recommendations and proposals to the working group on issues arising in the insurance implementation process.
Deputy Minister Tran Xuan Ha assessed and recognized Nghe An as the most effective locality in the country in implementing the pilot Agricultural Insurance on rice. At the same time, he pointed out that the actual implementation process has encountered a number of problems and shortcomings that need to be resolved. He requested the Provincial Steering Committee to continue promoting propaganda so that people understand the benefits of agricultural insurance, considering this an important political task. Continue to implement agricultural insurance in the following seasons. Research to issue a set of rules on disease declaration to serve as a basis for compensation for people when they encounter risks. The province should organize a preliminary review to evaluate and have specific directions in the coming time.
