Ministry of Natural Resources and Environment: Online conference to deploy tasks in 2013

(Baonghean.vn) -This morning, January 22, the Ministry of Natural Resources and Environment held an online conference to deploy tasks for 2013; review 1 year of implementing Directive No. 1474/CT-TTg on implementing a number of urgent tasks and solutions to rectify the granting of land use right certificates, house ownership rights and other assets attached to land and build a land database.

In 2012, implementing the Central's direction and the sector's professional tasks, the natural resources and environment sector nationwide achieved many results in areas such as land, water resources, geology and minerals, environment, hydrometeorology, sea and islands. In 2013, the task set for the sector is to continue to promote the improvement of institutions and policies on natural resources and environment, focusing on completing the draft Land Law and the Law on Environmental Protection (amended); implementing the Central's Resolutions; strengthening inspection, examination and handling of violations in the fields of land, environmental protection and mineral activities nationwide. In addition, the sector will also continue to promote basic investigation, monitoring and forecasting to effectively serve the state management of natural resources and environment. Build, perfect the apparatus and improve the administrative management efficiency of the industry, meeting the requirements of direction and operation in 2013 and the following years.

At the conference, agencies and units under the Ministry of Natural Resources and Environment; and localities made statements clarifying difficulties and limitations and raising recommendations and proposals to create new changes in 2013. That is, it is necessary to focus on resolving and granting land use right certificates for long-standing backlog cases. There are measures to handle cases of land granting beyond authority; Strengthening the inspection, supervision and handling of wastewater projects causing pollution nationwide. The Government needs to have a Decree and the Ministry of Natural Resources and Environment needs to have a Circular guiding the implementation of the Law on Water Resources. Further strengthening the integrated management of coastal zones to develop socio-economy, protect the environment and coastal ecology.

For Nghe An province, based on the general tasks of the sector, in 2013, the Department of Natural Resources and Environment will review and handle existing problems at the grassroots level, focusing on the areas of land allocation, land lease, site clearance compensation, land consolidation, and issuance of land use right certificates. The Department will also proactively coordinate with sectors and localities to promptly rectify the situation of illegal mineral exploitation; remove difficulties and obstacles for investment projects, and handle environmental pollution hotspots; accelerate the implementation of key programs, projects, and plans of the sector; and promote administrative reform.
