Ministry of Natural Resources and Environment responds to voters' opinions in Nghe An

(Baonghean.vn) - Before the 8th session of the 13th National Assembly, the National Assembly Delegation has compiled and forwarded the opinions of voters of Nghe An province to the Ministry of Natural Resources and Environment on the issue: "Proposing the issue of having an investment mechanism to build high-tech waste recycling plants; at the same time launching a waste recycling movement among the people"

The Ministry of Natural Resources and Environment has the following response:

The State has a policy of encouraging activities that contribute to solving environmental pollution caused by waste, aiming at the goal of environmental protection and sustainable development. Some documents stipulate incentives and support in the process of investing in the construction of waste recycling plants such as: Decree No. 04/2009/ND-CP dated January 14, 2009 of the Government on incentives and support for environmental protection activities; Decree No. 69/2008/ND-CP dated May 30, 2008 of the Government on policies to encourage socialization of activities in the fields of education, vocational training, health care, culture, sports and environment; Decision No. 1466/QD-TTg dated October 10, 2008 of the Prime Minister promulgating the detailed list of types, scale criteria, and standards of establishments implementing socialization in the fields of education - training, vocational training, healthcare, culture, sports, and environment.

In fact, in some localities such as Hanoi, Ho Chi Minh City, Da Nang, Binh Duong, Hai Phong... activities have been organized in various forms such as: propaganda, training, organizing competitions, organizing short-term courses so that people can begin to grasp how to protect the environment according to 3R (reduce, recycle, reuse waste).

It can be said that propaganda work is meaningful and brings great efficiency to help the community become more aware of waste management in general and waste recycling in particular. However, the organization of these activities is not regular and continuous.

Currently, the Ministry of Natural Resources and Environment is being assigned by the Government to draft a Program to promote reduction, source classification, reuse and recycling of solid waste until 2020, expected to be submitted to the Government for promulgation in 2014.

One of the solutions to implement the Program proposed in the Draft is the solution on communication to raise awareness and develop human resources, specifically: develop a plan and organize the implementation of communication, education and awareness raising activities on prevention, reduction, reuse and recycling of solid waste for all levels, sectors, socio-political organizations, professional organizations and the community.

In addition, the Draft identifies: developing plans and implementing activities to prevent, reduce, classify, reuse and recycle solid waste at the provincial level as one of the priority tasks proposed in the list of priority projects and tasks to implement the Program.

With the above solutions and priority tasks, after the Draft is approved by the Government, it will be the basis for implementing and promoting solid waste recycling activities widely in all levels, sectors, socio-political organizations, professional organizations and residential communities.
