In Do Luong, many grassroots Party committees have had up to 7 positions shuffled, some positions have to do individual ideological work, but most have quickly integrated into their new roles and tasks. Or the positions that are somewhat sensitive and "heavy", the District Party Committee's Standing Committee also did not leave them for too long, such as the positions of Chief of Police, Commune Team Leader. In addition, female cadres were organized into the Party Committee, and after the congress, they were also boldly arranged in new positions with greater responsibilities, such as the case of commune civil servants becoming Deputy Party Secretary, Chairman of the People's Committee, Vice Chairman of the People's Committee, Chairman of the People's Council... in the communes of Dong Son, Bai Son, Thinh Son, Xuan Son... In particular, due to good personnel preparation, the Chairman of Lam Son, Boi Son communes and the Chairman of Dong Son, Town transferred positions to each other, even though the person came from another locality, they still received high votes in the congress. In the 2015 - 2020 term, Minh Son had many changes in personnel and more or less those changes were unprecedented in the commune. That was comrade Nguyen Dinh Thi in the 2010 - 2015 term holding the position of Party Committee Secretary. However, during his tenure in this position, he failed to promote the role of the leader, the collective leadership and the individual in charge. For 6 consecutive years, the Minh Son commune Party Committee has not maintained the exemplary clean and strong position that it had previously achieved.

Before developing the personnel plan for Minh Son, the Standing Committee of the Do Luong District Party Committee boldly assigned Secretary Minh Son for the 2010-2015 term to a new position, suitable to his capacity and strengths. Comrade Nguyen Dinh Vo - Secretary of the Minh Son Commune Party Committee said: "When presenting the personnel plan issued by the District Party Committee Standing Committee for discussion before the Party Committee, Comrade Thi was a bit hesitant, but when his colleagues explained and he did his own ideological work, everything fell into place. Within the framework of the congress, the Commune Party Committee Standing Committee elected the positions of Secretary and Deputy Secretary, chaired by Comrade Thi.
