Unreasonable allocation of capital and budget for basic construction investment

(Baonghean.vn) - After the opening morning session at the Hall, on the afternoon of December 11, People's Council delegates participated in the discussion session in groups.

At discussion group No. 6, according to the opinions of delegates from Tuong Duong and Tan Ky districts, the Draft Resolution of the People's Council this session has proposed the allocation of capital and budget for basic construction investment in 2014, but it is not reasonable.

Accordingly, some projects have been included in the implementation content, but so far the draft Resolution has no plan to continue implementing it. Some delegates said that mobilizing capital from land to carry out basic construction is not feasible because at present the real estate and land markets are still difficult, especially for mountainous districts.

One of the issues that the provincial People's Council delegates discussed enthusiastically was the content related to the implementation of the national program on new rural areas; the operation of hydroelectric reservoirs and dams. The rapid formation of hydroelectric plants and dam incidents in recent times have caused much concern for voters. Delegate Moong Hoi - Tuong Duong district reflected that, recently, the situation of mineral exploitation in our province has been very complicated. Although many functional agencies have participated, it has not been completely prevented. In addition, the issue that voters in mountainous districts pay much attention to is the situation of social evils arising strongly among a part of the youth.

Delegates also reflected on the difficulties in compensation and site clearance in basic construction investment, especially for key projects; Issues related to basic construction investment, attracting investment in the agricultural and forestry processing industry, industrial crops. Some delegates expressed their opinions on the feasibility of resettlement projects for hydropower projects. The poverty rate reported in many localities is not real, many households do not want to leave the poverty line; the excess of health insurance cards per capita has been causing waste and creating public outrage. For the education sector, there is still a surplus of teachers, the situation of teachers violating the family planning policy and violating the law in recent times is an alarming reality...
