Minister of Education and Training Pham Vu Luan was elected Chairman of SEAMEO Council 47.
This afternoon (March 20), within the framework of the 47th Southeast Asian Ministers of Education Council Conference (SEAMEC 47), Vietnamese Minister of Education and Training - Prof. Pham Vu Luan was officially elected as Chairman of the 47th SEAMEC Conference and Chairman of the SEAMEO Council.

In his inaugural speech, Minister Pham Vu Luan expressed his sincere thanks to His Excellency Pehin Abu Bakar Apong, Minister of Education of Brunei Darussalam, President of the 46th SEAMEO Council for his tireless efforts as President over the past two years. The Minister also congratulated His Excellency Phongthep Thepkanjana, Deputy Prime Minister and Minister of Education of Thailand, on being elected Vice President of the 47th SEAMEO Council.
Minister Pham Vu Luan said that being elected as the Chairman of the 47th SEAMEO Council is a great honor but also a great responsibility for the Minister personally and for the Vietnamese Ministry of Education and Training. The Minister pledged that with more than 20 years of experience as a member of the Organization, Vietnam is and will seriously implement its commitments and always be an active member contributing to the development of education, science and culture in the region.
The 46th SEAMEO Council has approved the 10-year Development Strategy of SEAMEO (2011-2020). As Chairman of the 47th SEAMEO Council, Minister Pham Vu Luan affirmed that he and the Vietnamese Ministry of Education and Training will do their utmost to fulfill their roles and responsibilities to effectively and practically implement the above Strategy, bringing SEAMEO to a new level, becoming a prestigious and influential organization in the Southeast Asian region and the world. At the same time, the Minister hopes to receive enthusiastic support from the Ministers in the SEAMEO family, especially the effective support from the SEAMEO Secretariat.
Minister Pham Vu Luan said that Vietnam successfully hosted the 40th SEAMEO Council Conference in 2005 and this year, Vietnam has the honor to host the 47th SEAMEO Council Conference. At this Conference, Vietnam coordinated with the SEAMEO Secretariat to develop an agenda consisting of four main sessions, with Vietnam's proposal to choose "Lifelong Learning" as the theme of the "Policy Forum". Through consultation with member countries, the 47th SEAMEC Conference also brought up two main themes: "building a learning society in Southeast Asian countries" and "SEAMEO contributing to the process of building the ASEAN community by 2015" for the Ministers to discuss at the roundtable meeting tomorrow, March 21.
Vietnam has also demonstrated its commitment to Lifelong Learning by proposing the establishment of a SEAMEO Regional Center for Lifelong Learning (SEAMEO CELLL) in Vietnam, to meet the region's needs in promoting Lifelong Learning and creating opportunities for cooperation in the field of Lifelong Learning among SEAMEO member countries and associated countries. And this morning, at the 47th SEAMEC Conference, the signing ceremony of important documents of this Center between the Government of Vietnam and SEAMEO was witnessed. Thus, up to now, Vietnam has had 2 Regional Centers: SEAMEO RETRAC Center and SEAMEO CELLL Center. These two centers, along with a network of other centers in the region, will contribute to the continued development of human resources in the region and Vietnam.
