Minister of Finance: Nghe An has substantial development steps

Budget collection exceeds the schedule assigned by the Ministry of Finance
At the meeting, the provincial leaders reported on the state financial and budget management situation in 2019; the construction of the state budget estimate for 2020; management and use of public assets; and combating smuggling, trade fraud and counterfeit goods in Nghe An province.
Accordingly, in the first 6 months of the year, the local budget revenue was 7,334 billion VND, reaching 58.3% of the central budget estimate and increasing by more than 20% over the same period, of which domestic revenue reached 6,499 billion VND, reaching 59.7% of the central budget estimate and increasing by 23% over the same period in 2018.
According to the assessment, although the State budget revenue in Nghe An exceeded the estimated progress assigned by the Ministry of Finance and increased compared to the same period in 2018; however, there are still some revenue items that did not meet the estimated progress such as revenue from foreign-invested enterprises and lottery revenue.

Budget expenditure in the first 6 months was 12,199 billion VND, reaching 50.1% of the estimate assigned by the Provincial People's Council. In particular, development investment expenditure was 3,210.8 billion VND, reaching 61.8% of the estimate; in addition, regular expenditure was 8,865.9 billion VND, reaching 47.3% of the estimate, mainly focusing on salary expenditure, salary-related items and regular operating expenses of agencies, units, and public service units...
In the last 6 months of the year, Nghe An proactively proposed solutions, directed drastically and continuously, and strived to exceed the State budget revenue estimate from production and business activities in 2019 in the area.
In the first 6 months of 2019, Nghe An directed the inspection and handling of 4,428 cases of smuggling, trade fraud and counterfeit goods in the area. The total value of fines collected was nearly 116 billion VND, of which administrative fines were over 32 billion VND; additional fines and tax arrears were over 65 billion VND, proceeds from the sale of confiscated goods were over 6.8 billion VND and the value of confiscated evidence in the period that has not been liquidated was nearly 11.5 billion VND.
At the meeting, leaders of units under the Ministry of Finance such as the General Department of Customs, the State Treasury, the Department of Investment, etc. also made assessments of Nghe An's performance in various fields, and proposed that the province continue to promote a number of contents such as: continuing to inspect, strictly examine, handle and collect tax arrears; combating drug trafficking, especially against businesses that take advantage of trade to traffic drugs and drug precursors; smuggling gasoline at sea, etc.
Anti-loss, tax debt recovery
Speaking at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy informed the Minister of Finance and the working delegation about the socio-economic situation of the province. In particular, the province focused on implementing solutions to promote administrative reform, attract investment and many large investors have come to Nghe An.

The Chairman of the Provincial People's Committee affirmed that Nghe An has been focusing on directing drastic measures to increase the disbursement rate of public investment capital and foreign loans, with the target this year being 96% or more; at the same time, focusing on the fight against drugs, smuggling, trade fraud, etc.
Comrade Thai Thanh Quy also proposed some specific contents such as: In 2020, the Ministry of Finance continues to assign the budget revenue estimates based on the actual situation of Nghe An; at the same time, consider implementing the expenditure estimates to ensure the same level as in 2019.
In addition, Nghe An proposed that the Ministry of Finance pay attention to supporting funding for specific tasks for which the local budget does not have sufficient resources, such as funding for maintenance of traffic infrastructure in mountainous districts; funding for urban waste treatment and environmental pollution.
At the same time, consider supporting additional funding to soon complete a number of urgent projects of the province, such as: the Radiotherapy and Nuclear Medicine Center project under the Nghe An Oncology Hospital construction project and the construction of an embankment to prevent landslides on the right bank of the Nam Cam River and a place to anchor boats to avoid natural disasters in Nghi Tan ward, Cua Lo town, phase 2...

Comrade Dinh Tien Dung - Minister of Finance expressed his excitement at the socio-economic developments of the province. In particular, through the growth rate in the first 6 months of the year and the implementation of the State budget estimate, it shows that Nghe An has made substantial developments, very suitable between the economic situation, as well as the financial and budget situation.
Regarding the tasks in the coming time, the Minister of Finance suggested that from now until the end of the year, Nghe An will resolutely deploy tasks and solutions to implement the Government's resolutions on tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2019, budget revenue and expenditure and improve the investment environment.

The tax sector coordinates with other sectors to manage taxes, prevent revenue loss, and recover tax arrears to ensure targets; continues to review the province's public investment plan and, if necessary, makes timely adjustments to ensure targets and disbursement speed according to plan.
Minister Dinh Tien Dung also requested the province to continue to better coordinate the implementation of Central resolutions in the locality, especially Central Resolution 6 (term XII) on innovation, streamlining the apparatus, and effective and efficient operations for the sectors under the Ministry such as Taxation, State Treasury, etc.; at the same time, synchronously perfecting the Party organization after perfecting the apparatus. Regarding the province's recommendations, the Minister of Finance agreed and proposed specific solutions.

Speaking at the meeting, Provincial Party Secretary Nguyen Dac Vinh thanked the Minister and the Ministry of Finance for their attention, affirming Nghe An's spirit of seriously implementing revenue and expenditure according to the direction of the Central Government and the Ministry of Finance; and at the same time analyzed some main features of the province's revenue and expenditure picture.
Comrade Nguyen Dac Vinh emphasized that Nghe An province will continue to focus on solutions to prevent revenue loss, handle tax arrears, and develop the economy to generate budget revenue.
