Minister of Health: Streamline and promote the effectiveness of the medical system in Nghe An
(Baonghean.vn) - The Minister of Health highly appreciated the close direction of the Provincial Party Committee and Provincial People's Committee towards the health sector; as well as the comprehensive change and clear progress of Nghe An's health system in recent years.

On the afternoon of July 16, the Ministry of Health's Working Group led by Minister Nguyen Thi Kim Tien had a working session with Nghe An province on the implementation of Resolution No. 20 - NQ/TW on strengthening the protection, care and improvement of people's health, Resolution No. 21 - NQ/TW on population work in the new situation; Vietnam Health Program; Health work in the first 6 months of 2019.
On the side of Nghe An province, there were comrades Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An province; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee and representatives of leaders of departments, branches, sectors and medical units in the province.

According to the report, Nghe An has seriously implemented these Resolutions in the past time. Especially in the restructuring of the apparatus, streamlining the payroll, gradually increasing the number of units that self-insure regular expenditures; developing many specialized and modern medical techniques at all levels.
In the first 6 months of the year, 3 million people received medical examinations, 300,000 people received inpatient treatment and over 50,000 surgeries of all kinds were performed; disease prevention and control were effective; food safety and hygiene were ensured; medical practice management was put into order; population and family planning work had positive changes and gradually shifted focus to improving population quality.

Reasonable recommendations and proposals
In addition to the positive aspects, the implementation of Resolution No. 20-NQ/TW, Resolution No. 21-NQ/TW and the Vietnam Health Program in Nghe An still has certain limitations. In order to resolve the difficulties and limitations, during the working session with the Ministry of Health delegation, Associate Professor, Dr. Duong Dinh Chinh, Director of the Department of Health, presented a report on proposing a recommendation to the Ministry of Health. The recommendations and proposals stem from the difficulties at the grassroots level, spread across 9 different areas.

At the same time, issue a circular regulating the scope of professional activities of general practitioners and the granting of certificates to practice general medicine; issue a circular granting certificates to preventive medicine doctors and doctors treating drug addicts.
Regarding health insurance, the Ministry of Health is requested to continue consulting with the Vietnam Social Security to direct provincial Social Security agencies to settle health insurance medical examination and treatment costs exceeding the limit as prescribed in Resolution No. 30/NQ-CP dated May 11, 2019 of the Government; make payments to health insurance medical examination and treatment facilities according to Circular 01/2019 of the Ministry of Health regulating daytime inpatient treatment at traditional medicine medical examination and treatment facilities.
Regarding the field of preventive medicine, it is recommended that the Ministry of Health issue guidelines and regulations on the design process of the headquarters of departments/offices and testing laboratories of the Provincial Center for Disease Control; issue regulations on prices and fees for preventive medicine services; in the expanded immunization program, it is necessary to research on complete and safe types of vaccines.
Regarding HIV/AIDS prevention, the Ministry of Health and projects are requested to continue supporting Nghe An province, especially the three districts of Que Phong, Tuong Duong and Quy Chau; propose and amend the salary for community outreach workers from VND 500,000/month to VND 1,000,000/month.

Regarding the recommendations raised by Nghe An province, Minister of Health Nguyen Thi Kim Tien said: These are very accurate, correct and precise recommendations that need to be resolved soon. The Ministry of Health has acknowledged and considered resolving them as soon as possible. The Minister also requested the departments, offices and institutes of the Ministry to strengthen guidance to the province and the health sector on newly issued related policies.
Increase investment in primary health care

The Minister of Health also recommended: It is necessary to be cautious in joint ventures and partnerships to build infrastructure and invest in equipment at medical examination and treatment facilities, because if not carefully calculated, the loss will belong to public units; it is necessary to be cautious in implementing financial autonomy at district-level medical examination and treatment units.
Speaking at the meeting, comrade Nguyen Dac Vinh stated: Implementing Resolution No. 20-NQ/TW, Resolution No. 21-NQ/TW and the Vietnam Health Program, Nghe An has paid much attention to investing in health facilities, equipment and human resource training. The health sector itself has made great efforts in protecting and caring for people's health; creating the position of a regional health center; ensuring the quality of medical examination and treatment and creating patient satisfaction.

Provincial Party Secretary Nguyen Dac Vinh also informed the Ministry of Health delegation: In recent times, Nghe An has promoted financial autonomy in medical examination and treatment units. From saving budget resources for salaries of cadres, workers and employees in autonomous units, Nghe An will initially direct 50% of the savings (about 150 billion VND/year) to reinvest in the health sector, especially grassroots health care./.
