The Minister and the delegation inspected flood and storm prevention work, boat mooring, and storm evacuation of people in coastal communes of Quynh Thuan, Quynh Long, and Son Hai, and listened to a detailed report on the implementation plan for storm prevention No. 3 of Quynh Luu district and Nghe An province.

Comrade Ho Phuc Hop - Chairman of Quynh Luu District People's Committee said: In addition to the district's key forces, Quynh Luu also mobilized police forces, army units stationed in the area and 87 provincial police officers to strengthen coordination in response to all situations. The district has developed two detailed plans, plan 1: when the water level reaches 3.5m, the entire district must evacuate 225 households and 1,225 people. By noon today, the evacuation of people to a safe place has been completed. Plan 2: When the water level rises to 5m, 350 households and 1,750 people will have to be evacuated. The commune militia and district forces will be stationed at the evacuation points to ensure the safety of people's property. For households that do not want to evacuate, the district has taken coercive measures, so by 5:00 p.m. this afternoon, the evacuation was basically smooth and on schedule.

Quynh Luu district currently has 87 dams, of which more than 50% are critical dams, and there is a plan for protection. Regarding the work of calling on boats to avoid the storm, by early morning of July 30, 2,057 boats inside and outside the district and province had returned to safe harbor.

After inspecting some coastal communes: Quynh Thuan, Quynh Long, Son Hai, Minister Cao Duc Phat highly appreciated the preparation work for storm prevention and the spirit of urgency and proactiveness of the officials and people of Quynh Luu district, as well as the active and decisive direction of the provincial leaders in the prevention of storm No. 3. Minister Cao Duc Phat suggested that Nghe An province should continue to closely monitor the storm's developments, focus on protecting dams, protecting rice, crops, property, and people's lives, and minimize the damage caused by the storm. The province needs to closely monitor the flood situation in the area, grasp which localities are at risk of flooding and flash floods to warn, direct, and handle promptly. Localities with dams often have people on duty 24/7 during rainy and flood days, checking and operating dams when flood waters rise. Learning from the recent storm No. 2, Nghe An needs to shift its direction to the inland areas, especially the Western region which is at high risk of flash floods and landslides after the storm; direct localities with reservoirs and dams to closely monitor and control the drainage situation to ensure the safest for rice and crop areas.
