Chilean minister resigns over corruption allegations

Minister of JusticeChileTeodoro Ribera has submitted his resignation to President Sebastian Pinera after being accused of using his influence to get a training centre in which he had a stake granted a licence to operate.



Mr. Ribera and President Pinera in an activity last October.

President Pinera accepted the resignation and appointed Patricia Perez, deputy secretary of state at the ministry, to replace him.


However, accepting the resignation of Mr Ribera - from the National Renewal Party (RN) - has caused outrage within the party leadership and, according to analysts, could destabilize the ruling coalition.


According to press reports, in 2011, Mr. Ribera hired Mr. Luis Eugenio Díaz, then President of the State Commission for Higher Education Accreditation (CNA), as a training consultant for prison police - a force under the Ministry of Justice.


CNA is responsible for certifying educational institutions, including Incacea Technical Training Institute, where Mr Ribera has a 7.5% stake.


The institute was not granted accreditation because it did not receive enough votes in the CNA, and Mr. Díaz is in custody after being accused of accepting bribes when granting accreditation to several unqualified educational institutions.



On the other hand, Mr. Ribera was also accused by the leader of the Chilean Student Confederation (Confech) of being involved with the real estate company Gaudí SA. This company is owned by his father and has leased the premises to the Autonomous University. Mr. Ribera himself has shares in the company that owns this private university.


The above scandals show the negative aspects of higher education inChile, and this was the cause of last year's massive student protests demanding the creation of free and quality public education.
