Minister of Public Security directs to strengthen security after Tet
On January 30, Senior Lieutenant General Tran Dai Quang, Minister of Public Security, sent a telegram requesting the Heads of General Departments and units under the Ministry, including the Directors of Public Security of centrally-run provinces and cities and Directors of Fire Prevention and Fighting Police Departments, to strengthen the assurance of social order and safety after the Lunar New Year.
To ensure security and order for the 2012 Lunar New Year and the first festivals of the year; the police of all units and localities have seriously, resolutely and effectively implemented working measures, thus ensuring security and order before and during the New Year, contributing to serving the people to welcome the Spring and enjoy the New Year; absolutely protecting the safety of key targets, fireworks display sites, and public entertainment venues; preventing incidents of security and order disturbances; stably and promptly resolving complicated incidents. At the same time, the police have also controlled the increase in crime.

Typical examples are the local police: Hanoi, Hai Phong, Ho Chi Minh City, Lang Son, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Thua Thien-Hue, Da Nang, Khanh Hoa, Dak Lak, Ba Ria-Vung Tau, Can Tho, Kien Giang, Soc Trang, Tay Ninh.
After the Lunar New Year, there are many festivals, officials and civil servants return to work, students return to school; traffic volume and vehicles will increase dramatically. This is also the time when criminals take advantage of criminal activities. Therefore, the Ministry's leaders requested the Police of units and localities to organize a preliminary review and draw lessons from the limitations and shortcomings after 1 month of attacking and suppressing crime and protecting the Lunar New Year of Nham Thin.
At the same time, concentrate forces and means to urgently investigate and clarify particularly serious cases, especially explosions of a terrorist nature and personal revenge. Continue to fight against key subjects in criminal, drug, economic, environmental, and high-tech crimes; destroy professional gangs, operating in the style of "mafia," crimes against law enforcement officers, disturbing public order, gambling, theft, and robbery at festivals and on traffic routes. Grasp the situation related to "black credit" debt defaults, prevent debt collection and debt collection from causing serious consequences.
The Minister of Public Security also requested relevant units to organize patrols, control, and strictly handle violators and violations that are the direct causes of traffic accidents and traffic jams. Strengthen coordination between three forces such as Traffic Police, Social Order Investigation Police, and Mobile Police to strictly handle those who cause disturbances, gather to disturb public order, and illegally race.
Coordinate with relevant units of the transport sector to strengthen management, control and handling of violations of passenger cars, especially passenger cars running at night, transporting passengers exceeding the prescribed number, speeding, and drivers who have consumed alcohol.
Deploy solutions to resolve traffic congestion, proactively grasp the situation, mobilize and arrange forces to guide and regulate traffic on roads and intersections with excessive traffic volume and promptly resolve traffic congestion when it occurs; strengthen the work of ensuring traffic order and safety, social order and safety on inland waterways.
Police units and localities need to strengthen the management of weapons, explosives, and supporting tools; propagate to people fire and explosion prevention, especially in areas where warnings have been issued, places where festivals are held, and arrange forces and means to be ready to fight fires./.
