Minister Dinh La Thang requests disciplinary action against Chairman of Cienco1

On the afternoon of November 7, Minister of Transport Dinh La Thang proposed disciplining Mr. Pham Dung, Chairman of the Board of Directors of Construction Corporation No. 1 (Cienco1) for his lack of responsibility in the accident at the Cat Linh – Ha Dong railway project, which resulted in one death.

Minister Dinh La Thang said that Cau 17 Enterprise (under Cienco1) was the direct contractor and the cause of the incident. Therefore, Cienco1 must be the unit directly responsible for this incident.

At noon on November 6, immediately after learning about the accident, Minister Dinh La Thang urgently directed Deputy Minister Nguyen Ngoc Dong to go to the scene to resolve the incident.

Next, the Minister called Cienco1 leader Mr. Pham Dung to come to the scene to coordinate with agencies and units to handle the situation. However, Mr. Dung said he was busy with a meeting so he only sent the Company's Union Chairman down and did not go down directly to resolve the issue.

"Such an incident and still sitting in a meeting is unacceptable. I definitely have to propose disciplinary action against Mr. Dung. Now that Cienco1 has been equitized, I cannot handle it directly, but I will propose it through the Board of Directors of the Corporation. If this incident is not handled seriously, more unfortunate events will occur" - Minister Dinh La Thang said.

Yesterday morning, when 3 steel bars fell at the Hanoi - Cat Linh elevated railway project, killing 1 pedestrian and injuring 2 others, leaders of the Ministry of Transport, the National Traffic Safety Committee, and the Hanoi People's Committee went to the scene to direct the handling. Leaders of related units came to apologize, express condolences, and encourage the victims and the families of the deceased.

The Ministry of Transport has directed to temporarily stop construction on the entire project to review and implement measures to absolutely ensure labor safety, construction safety and traffic guidance.

On the same afternoon, Deputy Minister of Transport Nguyen Ngoc Dong held an urgent meeting to direct the Railway Project Management Board, EPC General Contractor, subcontractors, Supervision Consultant, review and coordinate with relevant agencies to clarify the cause, collective and individual responsibilities for strict handling; suspend the Project Commander, project supervision consultant and workers directly causing the incident.

The contractor that caused the accident was Bridge Enterprise 17 – CIENCO1. The EPC general contractor of the entire project was China Railway 6th Group Limited, and the supervision consultant was Beijing Railway Engineering Design and Research Institute Construction Supervision Co., Ltd.
