August 28, 2021 marks the 76th anniversary of the Information and Communications Sector's (ICT) Traditional Day. On this occasion, Minister Nguyen Manh Hung sent a letter to review the glorious history of the Sector and to encourage and motivate all cadres, civil servants, public employees and workers of the entire Sector on the way forward. Dear all cadres, civil servants, public employees and workers in the information and communication industry!

Our new Vietnam was born from the August Revolution of 1945. The traditional day of the Information and Communications sector originated from August 28, 1945, the day the Provisional Revolutionary Government of the Democratic Republic of Vietnam was established. The Government of the new Vietnam, associated with the birth of 13 ministries, including the Ministry of Information and Communications and the Ministry of Public Works and Transport, is the basic origin of the Ministry of Information and Communications today.

The history of the birth and development of the Information and Communications industry is embedded in the glorious history of the struggle for national independence, innovation and development of the country. Our industry has achieved many great achievements, making worthy contributions to the heroic revolutionary history throughout the past 76 years.

That achievement inspires pride in the following generations. However, that achievement also poses a great challenge to the responsibilities and duties of the following generations.

The 4th Industrial Revolution is based on the foundation of many new technologies, the core of which is digital technology, placing on the Ministry of Information and Communications the great mission of leading the National Digital Transformation.

The 13th National Party Congress has initiated a development path through 3 milestones: 2025, 2030 and 2045, to turn our country into a developed, high-income country by the time Vietnam turns 100 in 2045, on the basis of the main growth drivers being science and technology, innovation and digital transformation.

Any country that has “transformed into a dragon or a tiger” relies mainly on spiritual strength. This strength is only activated when that country has a big dream, a big aspiration. The 13th National Party Congress first spoke of arousing the aspiration to develop a strong, prosperous and happy country. The task of the Vietnamese revolutionary press and the Vietnamese media is to arouse this aspiration in all Vietnamese people, and from this aspiration it becomes spiritual strength, and from this spiritual strength it becomes action to develop the country.

The big challenge ahead is to overcome the Covid-19 pandemic that is turning the world upside down, causing countless difficulties and hardships for the lives of all people, including the IT&T industry. More than ever, we have the duty to share together, maintain solidarity, mutual love and affection like in a family, take care of and share the material and spiritual life of cadres, civil servants, public employees and workers, so that our industry is always a continuous flow, unstoppable by any obstacle.

For nearly 2 years, our entire Industry has been involved in the fight against the epidemic with all its people and resources. Both the Communications and Technology sectors of the Industry have proactively participated and held important positions in the fight against the epidemic.

Covid-19 is a once-in-a-century push for digital transformation, boosting digital development in one month by many years. Digital development, digital economy and digital society will make the economy and society more resilient. High resilience will be a fundamental characteristic of countries in the next development. Globalization may bring global epidemics and we must be ready to face them with the highest resilience.

The post-Covid-19 world will be a world of green and digital development, as it consumes the least amount of material resources. The technologies of the Fourth Industrial Revolution also focus mainly on green and digital development. Innovation is also mainly in the green and digital fields. Green and digital development can be considered the main development of the first half of the 21st century.

Difficulties and great challenges will create great changes. The glorious history of our Industry has illuminated that truth. Technology creates development, propaganda creates spiritual strength. Those are the wings for Vietnam to fly up to become powerful, prosperous and happy.

On the occasion of the 76th anniversary of the glorious tradition of the Industry, on behalf of the Party Executive Committee and the leadership of the Ministry of Information and Communications, I would like to express my deep gratitude to the previous generations who have contributed to the cause of national liberation, construction and development of the Information and Communications industry. I hope that all cadres, civil servants, public employees and workers will continue to promote the spirit of the 10 golden words:“Loyalty - Courage - Dedication - Creativity - Compassion”of the Industry to overcome all difficulties on the way forward.
