On the occasion of the 20th anniversary of its establishment (November 5, 2004 - November 5, 2024), Nghe An Department of Information and Communications recently held a seminar to review the 20-year process of establishment and development. Thereby, it shows that, with outstanding and comprehensive achievements in the assigned management fields, Nghe An Information and Communications sector has contributed to the socio-economic development, ensuring national defense and security of the province.

Looking back from the first day of establishment, with 5 cadres and civil servants (Director and 4 cadres), the Party Cell has 3 party members, after 20 years of operation, up to now, Nghe An Department of Information and Communications has had comprehensive and strong development with a complete apparatus, 37 cadres, civil servants, public employees and workers basically meeting the requirements of performing the tasks of the agency and the industry in the new situation. Identifying the development and application of IT as the "key" step in administrative reform and e-government construction, Nghe An Department of Information and Communications always pays attention to developing a synchronous and widespread postal, telecommunications and IT infrastructure, basically meeting the needs of deploying IT applications, building e-government and developing digital government of the province.
The development path with ups and downs, up to now the infrastructure, information and communication services have had remarkable development. The postal network and services have developed strongly, maintaining 100% of communes with postal service points with staff to meet the minimum postal service requirements of the people; participating in providing public administrative services, e-commerce. The telecommunications infrastructure has been planned and developed systematically, up to now there have been over 8,100 BTS stations located in 3,616 locations, covering 100% of communes, 98% of villages/hamlets; 100% of copper cable infrastructure has been opticalized, covering 100% of communes.

Digital platforms serving the construction of digital government have been basically completed, operated stably and safely, contributing to leading the development of digital economy and digital society.
Digital data is of interest to the province, deployed and implemented step by step firmly. Putting into operation the Nghe An province data collection, appraisal and sharing system to connect the databases of state agencies, interconnecting through the LGSP/NGSP/NDXP technical axes.
Digital human resources continue to receive investment and development attention. Every year, the Department of Information and Communications organizes over 40 training courses, workshops, and digital transformation training for officials, civil servants, and public employees across the province.
PRESS MANAGEMENT ACTIVITIES ARE GOING INTO MORE DEPTH
In Nghe An province, there are currently 3 local press agencies, 38 representative offices and 41 resident reporters, 02 press agencies of central agencies headquartered in the area (including Military Region IV Newspaper and Vinh University Science Magazine) with more than 300 reporters and journalists. Although it is a locality with a large number of representative offices and resident reporters, over the years, Nghe An has been assessed as a locality that has performed well in press management, keeping up with the development trend of modern journalism, accompanying press agencies, creating good conditions for reporters and journalists to operate.
The management of press activities is carried out systematically, professionally, in-depth and promptly: the Information and Communications Department has advised the Provincial People's Committee to issue legal documents closely following the practical situation of the press, at the same time creating a legal corridor for press agencies to operate in accordance with the law such as documents guiding the contact and work with the press, rectifying the situation of taking advantage of the press's name to harass and operate illegally. Review and evaluate press activities, difficulties and shortcomings in implementing the Press Law to report to the Ministry of Information and Communications.

At the forums organized by the Ministry of Information and Communications, the Central Propaganda Department and the Vietnam Journalists Association, the Nghe An Department of Information and Communications had many comments, criticisms and proposals for amendments to legal documents on the Press. In particular, it highlighted the difficulties, shortcomings and problems in press management at the local level, which are not only difficulties of Nghe An province but also common difficulties of many localities arising from the slow amendment of legal documents and objective factors such as the nature of activities of representative offices, resident reporters... recognized by the superior management agencies.
The direction and management work is regularly innovated and flexible, through many forms to ensure speed, convenience, economy, and suitability to the nature of the activities of reporters and journalists, such as through the IOffice system, Zalo groups, Facebook groups... Thanks to that, major policies and key propaganda tasks are deployed promptly and at the right time by press agencies and broadcasting systems. Reporters and journalists are not left to passively search for information.
In particular, on November 6, 2023, the Provincial People's Committee issued Decision No. 29/2023/QD-UBND promulgating the Regulations on speaking, providing information to the press and handling information posted and broadcast in the press, information reflected on social networks of state administrative agencies in Nghe An province. Accordingly, Nghe An is the first locality to introduce regulations on the responsibilities of state administrative agencies, cadres, civil servants and public employees in handling "information reflected on social networks" regarding the performance of duties and public duties of the agencies, individuals, cadres and civil servants.
This regulation not only improves the quality and effectiveness of the performance of duties and public services of cadres, civil servants and public employees in Nghe An; but also helps the authorities to be proactive in handling those who take advantage of social networks to post false information, insulting the reputation of organizations, honor and dignity of individuals. This regulation is really necessary and timely, especially in the period when social networks are developing rapidly and increasingly influencing life and society.
STRENGTHENING INFORMATION AND COMMUNICATION TO PROMOTE THE IMAGE OF THE LAND AND PEOPLE OF NGHE AN
Overcoming the difficulties of the first days of establishment, up to now, Nghe An Department of Information and Communications has achieved proud achievements in the field of communication. In addition to 21 Centers of Culture, Sports and Communication of districts, cities, towns and the system of Portals/Websites, the force working in press and communication in the province is extremely strong.
With the spirit of "using beauty to eliminate ugliness", "using positivity to repel negativity", press agencies, grassroots radio systems, electronic information portals/pages have contributed to the fight against erroneous and hostile viewpoints, proactively posting and spreading good and positive information to guide public opinion. Bringing objective and correct information about the situation of the country and the province to the people of the whole country and overseas Vietnamese, the international community. Actively propagating the Party's guidelines and policies; the State's laws on foreign information work, promoting the image of the homeland and the country; expanding cooperative relationships, attracting investment, trade, tourism, and managing land and sea borders.

The propaganda and promotion of the image, people, cultural history, potential, strengths, investment opportunities, and typical service sectors of the province associated with the events of the province and the country are promoted on press and media agencies; at the same time, they are also promoted on social networking platforms to quickly reach domestic and foreign friends. Advise on building plans and effectively implementing policy communication work, thereby creating consensus among people and businesses in socio-economic development, national defense and security of the province...
Promoting the achievements over 20 years of construction and development, the Department of Information and Communications of Nghe An province continues to "Solidarity - Intelligence - Innovation" determined to effectively implement the Resolution of the 19th Nghe An Provincial Party Congress, term 2020 - 2025 and Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on construction and development of Nghe An province to 2030, vision to 2045.
