Awarding the decision to appoint 2 Deputy Ministers of Science and Technology

On March 1, in Hanoi, the Ministry of Science and Technology held a ceremony to announce the Prime Minister's Decision to transfer and appoint two Deputy Ministers of Science and Technology.

Minister of Science and Technology Nguyen Manh Hung chaired the announcement ceremony.

On February 19, the Prime Minister signed Decisions No. 366/QD-TTg and 318/QD-TTg, appointing Deputy Ministers of Information and Communications Pham Duc Long and Bui Hoang Phuong to hold the position of Deputy Ministers of Science and Technology.

The decisions have a term of appointment of 5 years and are effective from March 1, 2025.

Minister Nguyen Manh Hung affirmed that the merger of the two Ministries of Information and Communications and Science and Technology into the Ministry of Science and Technology marks an important turning point in the process of streamlining and organizing the apparatus towards streamlining, effectiveness and efficiency.

The new ministry not only inherits the functions and tasks of the two previous ministries, but is also assigned additional breakthrough responsibilities by the Central Government and the Government, such as developing national strategic technologies.

If in the past, the Ministry of Information and Communications focused on postal and telecommunications infrastructure, digital infrastructure, information technology, digital technology, digital transformation; and the Ministry of Science and Technology (old) comprehensively managed science and technology, now the trio: Science and technology, innovation, digital transformation will be placed together in a unified organization to create a synergistic strength to help Vietnam develop faster and stronger in the new era, which is the main driving force for Vietnam to become a high-income developed country, Minister Nguyen Manh Hung stated.

According to Minister Nguyen Manh Hung: “The new Ministry’s tasks are not only doubled, but also much more difficult, with the birth of Resolution 57, with the expectations of the Party, the State and the people. Meanwhile, the number of leaders of the Ministry is basically unchanged. This requires each comrade in the Ministry’s leadership, especially the two comrades who were appointed today, to constantly make dedicated efforts to excellently complete the tasks, with the core values ​​of pioneering, creativity, breakthrough, courage, and loyalty; with the motto of action being to set an example, discipline, focus, and breakthrough. It is not only the combination of organization, but more importantly, the unity and convergence of thinking, working methods and the spirit of innovation. We need a new approach, new thinking to truly create a breakthrough for the industry.

Resolution 57 of the Politburo identified Science and Technology, Innovation, and Digital Transformation as three important pillars for national development.

The new Ministry of Science and Technology will be the core force to realize this important Resolution, Minister Nguyen Manh Hung emphasized: “We need to be pioneers in promoting scientific research, technology development, technology application and developing innovative models. Digital technology, artificial intelligence (AI), big data, new energy, and bio-renewable energy are no longer future trends but have become essential tools to help improve productivity and efficiency in all fields."

Congratulating the two Deputy Ministers Pham Duc Long and Bui Hoang Phuong, Minister of Science and Technology Nguyen Manh Hung hopes that the two Deputy Ministers will always be steadfast, courageous, and dedicated to excellently complete the tasks entrusted to them by the Party, State, and people.

The two Deputy Ministers Pham Duc Long and Bui Hoang Phuong will join the leadership of the Ministry of Science and Technology in solidarity and creativity to lead the new Ministry of Science and Technology to develop strongly, making important contributions to the cause of industrialization and modernization of the country.

In their acceptance speeches, the two new Deputy Ministers of Science and Technology Pham Duc Long and Bui Hoang Phuong expressed their sincere thanks to the leaders of the Party, State, Government, and Prime Minister for entrusting them with the important responsibility.
