Minister of the Interior: Leadership exam open to people outside the planning
The new point of the leadership exam, according to the Minister of Home Affairs, is to expand the exam subjects, including those outside the planning.
Talking to VietNamNet about the guidelines for implementing the pilot project to innovate the selection of leaders at the department, office and division levels that the Ministry of Home Affairs has just issued, Minister Le Vinh Tan said that this cannot replace the task of appointing officials but only innovates the method of selecting officials.
Instead of choosing officials as before, that is, appointing people, this time an exam is organized to recruit people.

"That means in the past, we looked at who was in the team and then we chose this comrade or that comrade. Now we don't choose like that anymore. Many people with similar standards and conditions go through the exam to choose the best person," the Minister of Home Affairs explained.
Personnel work follows Party procedures
Minister Le Vinh Tan said that this exam does not replace the work and procedures of cadres, but must still be done in accordance with the Party's procedures. This is just an innovation in the selection method, the first step in cadre work.
“Doing this demonstrates transparency, openness, democracy and choosing the right person,” said Minister Tan.
Explaining the new point of this leadership recruitment exam, the Minister of Home Affairs said that this project expands the recruitment subjects to include both those in the planning and those outside the planning.
However, the candidate must be approved by the personnel management agency and must have all the qualifications and standards to meet the recruitment position.
He also informed that previously, some places had piloted leadership exams but there were no regulations in writing, but now there are documents that state it more clearly.
“Currently, 14 ministries and 22 provinces and cities have registered to implement this first. Based on this guidance document, the ministry encourages all qualified units to organize the exam, without any restrictions,” said the Minister of Home Affairs, adding that next week (June 27), the Ministry of Home Affairs will hold a press conference to introduce and implement this.
According to the document guiding the implementation of the pilot project to innovate the selection of leaders at the department, office and division levels, there are 14 central ministries and 22 localities implementing the pilot. These include the Ministry of Education and Training, the Ministry of Health, the Ministry of Industry and Trade, the Central Organizing Committee, the Central Economic Committee, Hanoi, Ho Chi Minh City, Da Nang, Can Tho, Lao Cai...
The purpose of the pilot is to discover virtuous and talented people, to promote their qualities, qualifications, capacity and experience to contribute their strength and intelligence to the sustainable development of the country; to improve the quality of the staff...
The pilot also aims to create a healthy competitive environment, avoiding localism and closed-off situations in planning and appointing officials.
Recently, the Central Organizing Committee issued a plan to recruit the Heads of the Department of Cadre Policy, Department of Party Grassroots and Department of Localities 3.
Previously, some places such as Quang Ninh, Da Nang, the Ministry of Transport, the Ministry of Justice... have piloted exams to recruit leaders at the department and agency levels.
Should pilot recruitment exams from deputy minister level down National Assembly Deputy Le Thanh Van said that for administrative positions, appointments should be piloted from deputy minister down, with competitive exams, including for people outside the planning. According to the former Deputy Secretary of Hai Duong Provincial Party Committee, the exam method must not only be written but also oral to demonstrate a broad knowledge base. For elected positions, a program of action and a commitment to a promise are needed to demonstrate the candidate's policy vision. He also noted that to ensure this, there needs to be clear regulations in legal documents, including specific regulations on criteria for each position, and the recruitment process.
