'The minister directly handling the petition is of a completely different quality'

Emphasizing the role of the leader in resolving voters' petitions, Ms. Nguyen Thanh Hai said that this should be considered a criterion for evaluating task completion.

According to Ms. Nguyen Thanh Hai - Head of the People's Petition Committee of the National Assembly Standing Committee, the quality of responding to petitions and requests from the people, if the Minister or head directly participates in reading and directing the competent agencies to resolve and respond, is much different from assigning it to the Deputy or specialized staff because subordinates often cannot make decisions.

PV:The report summarizing voters' recommendations sent to the 3rd Session of the National Assembly continues to mention many pressing issues. Do you expect these issues to be resolved in the near future?

Ms. Nguyen Thanh Hai:The Government's report, especially the report summarizing voters' recommendations sent to the session, raised a number of issues that people are very concerned about. The content accurately reflects the people's thoughts and aspirations, including highlights related to the issue of planning for the appointment of officials, illegal sand mining, etc.

The Petition Committee of the National Assembly Standing Committee also supervises the settlement of voters' petitions. It can be seen that there are petitions that have appeared in previous sessions, even in the 13th term. I see that the Government has made efforts, but there are very difficult problems, the resolution requires resources, requires coordination between ministries and branches, so although there are initial results, in terms of time, it is not complete.

Therefore, voters hope that issues such as illegal sand mining will be resolved completely. Or the handling of responsibility of leaders related to scattered and ineffective investment projects. Especially the issue of appointing and rotating officials.

These contents will also be mentioned in the upcoming report on monitoring the settlement of voters' petitions. Accordingly, to resolve them, it is necessary to strengthen inspection, examination, and handling of responsibility of leaders. Along with that, it is necessary to strengthen the review of how the resolutions of the National Assembly and the recommendations of the National Assembly Committees are implemented. Voters have raised the issue that no individual or organization has been held responsible for not implementing the National Assembly's supervisory resolutions and the recommendations of the National Assembly Committees in various fields, including the responsibility of leaders in appointing officials or exploiting mineral resources. This is what voters are concerned about.

PV:It can be seen that the Report presented by Chairman of the Central Committee of the Vietnam Fatherland Front Nguyen Thien Nhan emphasized and strongly recommended a few issues, not general ones, madam?

Ms. Nguyen Thanh Hai:There are many issues that voters and people are concerned about, but setting a certain deadline such as from now until the end of the year or early next year to completely resolve, the report by comrade Nguyen Thien Nhan emphasized several points, including very strong recommendations related to sand mining management and coordination between organizations and local authorities in resolving this issue.

Mineral resource management, specifically illegal sand mining, is a matter of concern and has been mentioned in many sessions. I believe that by emphasizing that point in the Report to the National Assembly under the supervision of voters and people nationwide, combined with the supervision of the National Assembly's agencies, I believe that at the 4th session of the 14th National Assembly, this issue will be reported to be resolved relatively well and relatively thoroughly. Specifically, how much responsibility will be held by the leaders when allowing "sand bandits" to run rampant, how will administrative and criminal sanctions be handled...

PV:Obviously, wherever the leader intervenes, the matter is resolved quickly. What is the significance of the report recommending that the resolution of the issue be considered as a criterion for evaluating the implementation of Resolution 4 of the Central Committee?

Ms. Nguyen Thanh Hai:The role of the leader is very important. The voters' recommendations are also the wishes of society, so the leader's focus on solving them greatly affects the quality of solving the problems that people care about.

As for responding to voters, if the Minister directly participates in reading petitions, directing competent agencies to resolve and respond, the quality will be clear, the resolution will be thorough and voters will agree highly.

At the grassroots level, the direct leader clearly understands the problem, even if he just explains, the people will understand. But if he just assigns the deputy or the officer in charge of receiving citizens to answer, then receiving is just for the sake of receiving because he has no authority to decide. That makes the problem linger, from small things to big things, people feel frustrated.

I think that resolving voters' petitions should be included as a criterion to evaluate and review the implementation of Resolution 4 of the Central Committee as well as to evaluate the level of task completion of civil servants and leaders, and at the National Assembly forum it is a criterion to evaluate Ministers and heads of sectors.
