Ministry of Construction proposes ban on using agricultural land for brick and tile production

The Ministry of Construction has just issued a document requesting the People's Committees of provinces and cities to strengthen state management of construction materials production, especially strictly managing investment projects in the production of burnt clay bricks and tiles.

Accordingly, the Ministry proposed to completely ban the use of agricultural land for the production of fired clay bricks and tiles; ban the firing of bricks using manual kilns. The Ministry of Construction also directed localities to inspect, synthesize, and report on the implementation results of the planning and implementation of the construction materials development plan for the period 2005-2010, 2011-2015 with a vision to 2020; the situation of raw materials and planning of raw material areas for the production of fired clay bricks and tiles in the area; investment and production of fired bricks and tiles and unfired construction materials in the area (data compiled according to the form); results of the implementation of the roadmap to eliminate and convert manual brick kilns to kilns with advanced technology; and implementation of state management of the quality of construction materials.

According to the reports of provinces and cities and the survey results in some localities, by mid-2011, some localities had eliminated most of the manual kilns and were striving to completely eliminate manual kilns producing fired clay bricks and tiles, encouraging investment in the production of unburned building materials (UCM). However, there were also some localities that had previously eliminated manual kilns, but recently some provinces have allowed them to operate again.
