According to this plan, the Department of Health will conduct a comprehensive inspection of all vaccination sites in the area. If necessary, it will conduct a re-inspection to determine the progress of overcoming existing problems. The Department of Preventive Medicine and other units will establish 2 inspection teams in 6 provinces and cities across the country. The Institutes of Hygiene and Epidemiology and the Pasteur Institute will continue to inspect the provinces according to their areas of responsibility.
Regarding quality assurance, the Ministry of Health requires vaccines to be tested before use and randomly tested during the vaccination process. For Quinvaxem vaccines that are being stored at all levels, the National Institute for Control of Vaccines and Biologicals will take samples to test all batches that are still within the storage period before re-injection.
In addition, the Ministry also requires units to organize training for all vaccination staff, including those who have been trained and have been granted a Certificate for 3 years or more (including at central hospitals). Members of the Provincial and Municipal Advisory Council for assessing adverse events during the use of vaccines and medical biological products also need to be trained to improve assessment capacity.
At vaccination sessions, the Department of Health should send specialized staff who have been trained in screening and first aid in case of complications to participate in vaccination sessions. At the same time, arrange mobile emergency teams at vaccination sites to promptly handle severe reactions; assign staff to monitor and support during vaccination sessions.
Also according to this plan, the vaccination staff must fully advise the family/person being vaccinated, and only vaccinate after a full explanation and their consent. Before vaccinating, the medical staff must have the family/person being vaccinated check the vaccine name and expiry date of the vaccine vial to be injected. At the same time, instruct the family to monitor the health status of the person being vaccinated. If there are signs of a systemic reaction or the reaction becomes serious, the person being vaccinated must be immediately taken to a medical facility for monitoring and treatment until stable.
